Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAINING SPECIALIST (COMMAND AND CONTROL) (T32), Position Description Number D2386000and is part of the RI 143d Airlift Wing. The purpose of this position is to plan, organize, develop, direct, implement, evaluate and manage all command and control training programs for all assigned controllers and aircrew personnel and to ensure all assigned personnel can attain and maintain certification.

Duties

Plans, organizes, develops, directs, implements, evaluates and manages formal classroom training. Develops annual training plans for controllers and aircrews, which cover all aspects of command and control training. Develops different types of training to include initial, refresher, recurring, and remedial. Performs course maintenance and updates based on major command (MAJCOM) and higher headquarters (HHQ) requirements, student needs, course content, and mission emphasis. Coordinates with HHQ and MAJCOM as needed to ensure implementation and evaluation of required training is being accomplished. Ensures plans are developed and instructed in accordance with HHQ and MAJCOM regulations, documents, and directives. Trains assigned personnel in the use of command and control related communication equipment and associated procedures.

Reviews, evaluates and analyzes training through examination results, task evaluations, personnel performance, and consultation of subject matter with experts in the field to determine the quality and overall effectiveness of the training plan. Ensures identified testable materials are adequate to achieve learning and performance objectives. Responsible for the evaluation of personnel during all phases of training based on their performance, experience, background, education, learning skills, and retention. Based on these evaluations, develops specific courses of study to accomplish desired objective, and advises the superintendent and the wing commander on the status and skill level of assigned personnel, and recommends certification or decertification of said personnel. Ensures personnel can attain and maintain certification in the required areas and ensures trainees performance of command and control emergency actions procedures are accomplished, without error, during operational events. Ensures controllers can achieve and maintain 90% test results in Command and Control operations and Emergency Action Message (EAM) procedures. Schedules a variety of training for all assigned personnel to include equipment training, certification, formal, self-study and ancillary training. Reviews and evaluates training and support material for the wing command and control training program to include updating documents, maintaining individual training records, proper handling and controlling classified material to ensure accuracy and consistency to meet training objectives.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the Rhode Island Air National Guard (RIANG).
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Work requires access to classified information. Must be able to obtain and maintain Top Secret security clearance within one year of appointment.
  • Irregular and compensatory hours may be required to support operational requirements or contingencies.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.

Military Grades: E-5 through E-6

Compatible Military Assignments: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.

Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and position descriptions and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE: Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

SPECIALIZED EXPERIENCE: 1 year equivalent to at least next lower grade level. Experience that demonstrated a practical knowledge of the subject area of the position and the methods and techniques of instruction. Qualifying specialized experience includes:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Education

Education may not be used as a substitution for experience in this occupational series or grade combination.

Additional information

Persons appointed with Indefinite status may be separated when their services are no longer needed. Should the need for the Indefinite time limitations placed on this position no longer exist, the Indefinite Appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.

  • Reviews and evaluates training and support material for the wing command and control training program to include updating documents, maintaining individual training records, proper handling and controlling classified material to ensure accuracy and consistency to meet training objectives.
