Summary

DCSA's Center for Development of Security Excellence is looking for a Training Specialist to provide support through coordination, implementation, and maintenance for current and emerging security certifications and programs in Insider Threat. This job requires an individual with the ability provide guidance to students and security specialists in the field and ensure that the training curriculum aligns with security skill standards, meets national training standards, and DoD / ODNI policy.

Duties

As a TRAINING SPECIALIST (Insider Threat Curriculum Manager) you will be responsible for the following duties:

- Provides support through planning, coordination, implementation, and maintenance for current and emerging security certification programs.
- Serves as a recognized, Insider Threat (InT) consultant and provider of training for the protection of national security information and assets and the performance of sensitive duties as per DOD requirements with respect to Insider Threat.
- Provides authoritative guidance to students, security specialists in the field, and the professional DOD security community at large.
- Plans, coordinates, and controls InT training programs, products, and services throughout analysis, design, development, implementation, and evaluation and delivery.
- Ensures the CDSE Insider Threat training curriculum aligns with defined security skill standards, meets national training standards, and current DOD and ODNI policy.
- Identifies and implements new and innovative courses of instruction and training products and works to integrate technology-based training and other educational technology strategies into existing classroom instruction.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Developing, implementing, and evaluating training programs; Evaluating Insider Threat, counterintelligence, security, education, or training programs; Counterintelligence and/or Insider Threat program management, policies, and implementation; Counterintelligence experience, including practical applications to security and security countermeasures, awareness and reporting, new developments, policies, and program procedures; Demonstrated interpersonal and oral/written communication skills, to include public speaking.


Specifically you will be evaluated on the following competencies:

1) TRAINING AND EDUCATION ANALYSIS - Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps, and develop gap mitigation strategies.

2) CURRICULUM DEVELOPMENT - Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition

3) COUNTERINTELLIGENCE - Support activities that protect against espionage, other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations or persons, or terrorist activities.

4) VULNERABILITIES ASSESSMENT AND MANAGEMENT - Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

5) INSTRUCTIONAL DELIVERY AND LEARNER DEVELOPMENT - Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.

- Incumbent must successfully attain and maintain the Basic Level Certification for the CDSE's Instructor Certification Program within 24 months of hire date.

Substitution of education may not be used in lieu of specialized experience for this grade level.
