THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAINING SPECIALIST (T32), Position Description Number D0579000 and is part of the AL ARNG TRAINING SITE, National Guard.

Duties

(1) Develops short and long term training plans (5 years andmore) for the state. Reviews and analyzes regulations, directivesand documents of higher, lower and adjacent headquarters to ensuretraining objectives are identified and met. Evaluates plans toensure compliance with training regulations, guidance and policies.Identifies weaknesses and problem areas in training plans, ForcesCommand (FORSCOM) 1Rs (evaluation of training activities) andschedules. Evaluates units overall effectiveness to accomplish theARNG mission. Recommends and develops solutions, procedures oralternatives to accomplish training objectives and goals. Providesguidance and assistance to major commands regarding readiness, plansand schedules. Develops transportation and support requirements formilitary airlifts necessary for mission accomplishment. Providesadvice to subordinate commands on military operations.

(2) Serves as state's marksmanship coordinator. Coordinatesresources to ensure units have a viable ongoing unit marksmanshipprogram as outlined in ARNG policy. Promotes the marksmanship programto commanders. Encourages active participation. Researches,identifies and analyxes problems inherent to marksmanship. Developsviable solutions to resolve marksmanship problems. Recommendscourses of action to Training Administrator, POT0 and commanders.

(3) Reviews FORSCOM 5 year exercise plans. Coordinateschanges with Adjutant General staff, Continental United States Army(CONUSA), NGB and major organiaations/installations. Evaluatesexercise plans. Recommends priorities to accomplish trainingobjectives. Determines training needs through analysis and interpretationof a wide variety of directives, regulations and trainingobjectives of DA and NGB. Analyses training evaluation programs.Develops surveys and questionnaires to evaluate trainingeffectiveness.

(4) Analyzes the 5 yedr Overseas Deployment Training (ODT)Plan. Coordinates and disseminates changes to the ODT Plan withCONUSA, NGB, TAG staff, USPhPO and units. Attends and participatesin CONUS, OCONUS major command conferences and training meetings.(5) Manages Key Personnel Upgrade Program (KPUP). DevelopsKPUP opportunities with CONUS and OCONUS active component commands.Coordinates with CONUS, OCQNDS, UACOWS, NGB and ARNG units duringexecution of training opportunities. Develops plans, policies andguidelines for state KPUP.

(6) Wanages Technical'Assistance Program and SpecialTraining Program. Reviews requests for active component support,staffs requests for technical assistance and prepares recommendationsto Training Administrator. Drafts instructions and guidanceto units with approved assistance missions. Coordinates withCONUSAs, Readiness Groups and various military installations.

(7) Develops plans and procedures for directed andnondirected training to include affiliation, roundout and split unitout-of-state. Disseminates training opportunities and invitationsand coordinates with active and reserve units to consummate training.Reviews and recommends action on requests for utilization of trainingfacilities at active installations or other agency facilities andcoordinates scheduling of their use.

(8) Manages Nuclear Biological Chemical (NBC) Program.Identifies individual, collective and team training requirements.Ensures proper testing methods and procedures are employed. Ensuresspecialized training requirements are met (medical, aviation andweapons qualifications). Serves as a technical expert in NBC.

(9) Manages Physical Training (PT) Program. Monitorstesting and evaluates results of command level program. Performsprofile tracking. Evaluates trends for identifying strengths andweaknesses of the program. Provides recommendations on overalldirection of state level PT program.

(10) Coordinates on displaced equipment training and newequipment training with staff management officials as required.Provides budget input for special training activities for the stateoperating budget and mid-year review.

(11) Acts for the supervisor in his/her absence. Mayparticipate as a member of the Force Wodernixation Committee andstate Readiness committee.

(12) Performs other duties as assigned.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard.   • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
