Duties

A GS-1702-9, TRAINING TECHNICIAN:

  • Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness.
  • Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs.
  • Evaluates training for unit members and tracks progress via automated training records systems and other tools.
  • Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate.
  • Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission.
  • Processes classification actions in the Maintenance Information System (MIS) and initiates an AF form 2096s for classification changes.
  • Plans, compiles, prioritizes, and forecasts requirements for formal school training for out-years based on retirements and other attrition projections, conversion of weapons systems, etc. and screens out-of-cycle training requests.
  • Confers with NGB functional managers and Base Education and Training Manager (BETM) on waivers for positions, and identifies education and specialty qualifications requirements.
  • Coordinates and disseminates training policy and program changes to supervisors and trainers.
  • Advises Group staff and training activities with developing training programs, and recommends cost-effective methods to meet qualification and skill level upgrade requirements.
  • Advises/coordinates authorized Mission Essential Skills Training (MEST) days with Maintenance Commanders.
  • Collects and analyzes trend data and provides recommendations to supervisors.
  • Briefs the Group Commander at least quarterly on the Status of Training (SOT).
  • Validates schools (Formal, Type 6 and Advance Distance Learning), advises Group staff in screening and prioritizing officer and enlisted school requirements.
  • Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the Air Force Training Course (AFTC), automated training record system, and Training Business Area (TBA).
  • Maintains Master Training Plans (MTP) guides/assists supervisors with development and monitors the use of MTPs.
  • Schedules and conducts formal classroom instruction during the work-week.
  • Plans, organizes, and coordinates operations of the Maintenance Advance Distance Learning, and multimedia education and training programs.
  • Inventories and secures course material when received as directed and notifies appropriate agency of any material discrepancies.
  • Returns materials or takes destruction actions as directed by authorizing agency.
  • Advertises and manages allocations for all courses to ensure allocations meet pre-requisite.
  • Provides ancillary training materials to commanders and Subject Matter Experts (SME).
  • Maintains liaison with activities conducting, scheduling, or supporting training requirements.
  • Coordinates scheduling of training and the use of facilities.
  • Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning).
  • Ensures application procedures for officer and enlisted residence Developmental Education (DE) are complete and in accordance with prescribing directives.
  • Responsible for the management of military and civilian formal school programs.
  • Establishes and maintains a skills and knowledge testing program for the Maintenance Group.
  • Controls and safeguards test material.
  • Maintains the electronic exam program to include managing users and associated permissions, verifying identity of students, and authorizing administration of tests.
  • Reviews test results to determine additional qualification and/or proficiency training and certifications for all assigned personnel.
  • Serves as focal point for all Career Development Course (CDC) enrollments, reenrollments, waiver requests and two-time CDC failures for the Group and subordinate units.
  • Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures.
  • Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests.
  • Evaluates packages for completeness and ensures accuracy and compliance with Higher Headquarters directives and applicable laws.
  • Provides reenrollment recommendation to Host Wing/Based Education and Training OPR for approval/disapproval based on all requirements being met.
  • Notifies the Force Development Office in the event of a two time CDC failure.
  • Provides guidance to Unit Training Manager in the assessment of options to be recommended to the Unit Commander.
  • Other duties as assigned.

Qualifications

GENERAL EXPERIENCE:
Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.

SPECIALIZED EXPERIENCE:

Must have at least 24 months experience or 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
