NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

TRIAL PERIOD REQUIREMENT: As a condition of employment for accepting this position, you will be required to serve a 2-year trial period or 1-year (Veterans Preference Eligibles Only) during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- Your performance and conduct.
- The needs and interests of the agency.
- Whether your continued employment would advance organizational goals of the agency or the Government; and
- Whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.
Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS: Knowledge in training centers, training programs, schools, and units. Experience in conducting or developing education and training programs. Experience conducting, supervising, or developing education or training programs. An understanding of the Army or Air Force education and training policy requirements. Experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge of audio-visual presentation, educational tests, and measurements, and instructing techniques.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-1702-9: Must haveexperience in the following:
- 1-year specialized experience equivalent to at least the next lower grade.
- Knowledge and experience with Army or Air Force education and training programs regarding their principles and procedures.
- Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures.
- Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
- Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts.
- Experience as a participant and presenter during training and military or civilian conference events.
Education
Substitution of Education for Specialized Experience -
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
To receive credit for education, you must provide college transcripts to support your educational claims.

Knowledge, Skills and Abilities required for this position:
- Knowledge of and skill in applying fundamental military personnel policies, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers.
- Skills to advise management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities.
- Knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data. .
- Ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof.
- Ability to tabulate and calculate budgetary and resource requirements and allocations related to formal school and post-technical school graduation training days.
- Ability to analyze, validate, and process training scheduling, attendance, and completion and must analyze organizational needs and demands and propose methods for determining prioritization of formal training across the organization.
