In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of transportation regulations governing entitlements and documentation requirements for domestic and foreign relocation and temporary duty travel to advise on travel procedures, restrictions, entry request and allowances, and resolve conflicts related to such travel. Conflicts or issues might involve repayment or crediting of travel funds advanced; disputes between carrier and customer; or emergency situations, such as those involving extremely short lead-times, problems in transit, inadequate paperwork for foreign entry, or similar situations. Knowledge of a variety of transportation functional areas and their relationship to other functions to investigate complaints or errors that require, for example, reconstructing and reconciling incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of complexity. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures, or to provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of extensive and diverse regulations governing a wide variety of types of passenger travel to make arrangements, provide advice, or perform other work that requires authoritative procedural knowledge of various different travel policies or laws. In some cases, this might involve authoritative procedural knowledge of travel rules governing official, unofficial, military, civilian, foreign, domestic, and mobility deployment travel, this work typically involves knowledge of lead-time needed to plan and arrange travel involving different kinds of combination of modes of transportation, isolated origin/intermediate/destination points, multiple stops, foreign currencies, and special services (e.g., chartered buses, escorts).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of transportation regulations governing entitlements and documentation requirements for domestic and foreign relocation and temporary duty travel to advise on travel procedures, restrictions, entry requests and allowances, and to resolve conflicts related to such travel.
- Knowledge of automated commercial reservation system in order to process travel documents. Knowledge of automated commercial reservation system techniques, procedures, regulations and requirements in order to effectively and efficiently monitor the commercial travel office airline bookings.
- Knowledge of a variety of transportation functional areas and their relationship to other functions in order to investigate complaints.
- Skill in oral and written communications to properly counsel travelers. Skill in operating typewriter, word processor and computer terminals to prepare correspondence, make date inquires and updates, and to build and manipulate spreadsheets and databases.
- Ability to analyze traffic management programs identifying weak areas, and resolving technical problems. Ability to use travel guides, airline tariffs and schedules, Air Mobility Command (AMC) passenger travel plans, etc., in order to make appropriate travel arrangements.
- Ability to locate, assemble, and compose information for reports, inquiries, and non-technical correspondence. Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
