In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position being filled. Specialized experience is experience which includes planning, developing, and implementing transportation management projects/programs of considerable breadth and complex, determining problems that are complicated by conflicting data or unusual transportation requirements, and making decisions regarding adequate planning and proper interpretations of established transportation methods, techniques, and guidelines.

EDUCATION: Master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to a degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position, or an LL.B. or J.D, if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge and understanding of vehicle control program requirements, transportation, associated equipment, and key processes to effectively evaluate the quality of service, identify deficiencies, determine the source and cause of problems, and recommend changes in operational methods, equipment, and or procedures.
- Knowledge of and skill in interpreting and applying transportation and vehicle control policies, instructions and procedures.
- Knowledge of various resource and training reporting requirements and ability to analyze deficiencies, prepare written reports, and present findings and recommendations.
- Knowledge of safety requirements associated with hazardous materials and its storage.
- Ability to communicate effectively both orally and in writing; skill in establishing and maintaining effective working relationships.
- Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
