Summary

This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), ERO, IHSC, Office of the Chief of Staff (OCoS), Taskings and Program Support Unit (TPSU). The incumbent reports to the Taskings Program manager. This is a non-supervisory position.

This position is only open to USPHS officers who are currently IHSC employees.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES:

  1. The incumbent is responsible for administering, analyzing, and managing IHSC's requests for information and responses. The incumbent: directs task to appropriate IHSC staff for a response; analyzes responses; ensures response complies with IHSC writing standards and formats; facilitates response through clearance process; submits responses; and retains official responses on behalf of the agency. Actions include, but are not limited to:
    1. Stays abreast of, and follows, agency policies and procedures for requests for information (e.g., Freedom of Information, Privacy, writing style guide).
    2. Receives and analyzes task to clarify specific information requested of IHSC. Researches related tasks and historic responses to ensure the IHSC response is consistent. Triages and prioritizes taskings.
    3. Routes the task to the appropriate IHSC staff and provides appropriate support (e.g., templates, directions).
    4. Enters and manages all tasks using the IHSC Task Management System (ITMS).
    5. Serves as a liaison between IHSC staff and requestors to clarify tasks and resolve issues. Convenes and coordinates staff on complex tasks where multiple units or facilities are involved, as needed.
    6. Negotiates suspense dates and provides updates on tasks in-progress with requestors (e.g., ICE offices who request information).
    7. Monitors progress to ensure timely responses. Establishes internal (least burdensome) due dates for IHSC staff and clearance officials, and follows up as needed.
    8. Confers with IHSC staff on substantive issues and provides technical guidance. Advises IHSC staff on policies and procedures relevant to taskings.
    9. Coordinates, reviews, and edits responses IHSC staff provide. Utilizing agency policy, agency procedures, and agency writing style guide, ensures IHSC is responsive to the specific request, and the response is acceptable for submission.
    10. Facilitates and obtains appropriate clearance prior to submission to requestor.
    11. Prepares and submits a consolidated, professional response.
  2. Develops, maintains, and implements task management policy and procedures.
  3. Provides progress, status updates, summary reports, and workload analyses directly to the Taskings Program manager. Communicates issues related to tasks, software, and procedures to team and Taskings Program manager. Works as part of a team to resolve issues impacting the program.
  4. Plans, develops, and delivers training sessions related to IHSC task management.
  5. Reviews unit operations. Develops, recommends and, as appropriate, implements strategies to accomplish workload, improve performance, and achieve efficiencies in the unit.
  6. Leads and/or contributes to special projects of strategic, operational, and tactical importance.
  7. Performs other duties as assigned.

Qualifications

PHYSICAL DEMANDS:
  1. Sitting and/or standing for extended periods of time [6-8 Hours].
  2. Working duty hours in shifts, or during evenings and/or weekends.
  3. Performing repeated bending motion.
  4. Average manual dexterity for computer operation.
  5. Phone use for extended periods of time.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. A master's degree or higher from an accredited institution plus a minimum of five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of public health programs.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities within the scope of clinical license in times of critical needs within the agency.
  3. Must possess and demonstrate proficiency in common Microsoft Office Programs, specifically Microsoft Word, Excel, Outlook, and SharePoint.
  4. Ability to communicate effectively in both written and oral formats to perform the functions/duties listed above. Must possess the ability to edit and format in accordance with agency writing style guide and federal plain language requirements.
  5. Requires a broad and extensive knowledge of the IHSC health care system, program principles, missions and functions and applicable correctional health care standards.
  6. Ability to professionally interact effectively, and collaborate, with other IHSC, ERO, ICE, and DHS offices, as well as all levels of management.
  7. Must obtain knowledge and demonstrate proficiency in task management procedures and policies (e.g., Privacy, FOIA).
  8. Maintain a high degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues. Ability to assess, plan, organize, and complete multiple tasks and responsibilities simultaneously.
  9. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
  10. Preferred for incumbent to possess or obtain knowledge in applicable detention health care standards (e.g., ICE National Detention Standards, applicable federal laws).

Additional information

The incumbent serves as a task manager for the TPSU Taskings Program. IHSC receives hundreds of requests for information per month from internal and external government agencies, including Congress, the President and his representatives, and a variety of external sources, non-governmental organizations, legal representatives, and health care agencies. IHSC refers to requests for information as a "task" or "tasking." The Taskings Program is IHSC's conduit through which it submits official information and statements to the requestor and organizations external to IHSC. The task manager tracks, coordinates, manages, facilitates clearances, submits, and documents official responses to external IHSC tasks, ensuring quality communications throughout the process.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,650 employees, including PHS commissioned officers, federal civil servants, and contract staff. In Fiscal Year (FY) 2023, IHSC administered and managed a health care system that provided direct care to over 131,000 detainees housed at 19 IHSC staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 191,850 detained noncitizens housed in 128 non-IHSC-staffed facilities, totaling more than 45,000 beds. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.

SUPERVISORY CONTROLS:
Incumbent reports to the Taskings Program manager.

Tasks are usually short-term or recurring. Officer analyzes the request, plans, and organizes own work, determines sequence of actions, coordinates with IHSC staff and clearing officials, and seeks assistance from leadership only rarely. The Taskings Program manager reviews work to ensure quality, timeliness, and overall attainment of objectives.

Special project assignments are usually of a long-term, recurring, or broadly defined in nature. Officer plans and organizes own work, determines sequence of assignments, selects and develops methods, and seeks assistance from experts, stakeholders, and leadership as needed. The program manager and unit chief review work to provide input and guidance and to ensure attainment of objectives.

Guidelines may be applicable to some but not all parts of assignment and may contain some inconsistencies and be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation are required. The officer uses judgment in interpreting and adapting guidelines such as PHS policies, regulations, precedents, and work direction for application to specific cases.

The officer analyzes results and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
