Summary

This position is located in the Office of Administration (ADM), Project Management and Design Services Branch (PMDSB), Division of Facilities and Security (DFS). The supervisor is Sundar Shankar.  

This position is not in the Bargaining Unit with the National Treasury Employees Union, Chapter 208. 

This position is subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.

Duties

The incumbent will serve as a Team Leader and perform the full range of Space Management Duties duties for the Project Management and Design Services Branch.

Some duties are:

1. Plans, develops, coordinates, and directs the PMDSB’s workload for less than 25% of the time. Plans work to be accomplished, establishes schedules for completion of work, assigns and reviews work of team subordinates. Assures the accuracy, timeliness, and completeness of work. Provides advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions and recommends appointment to such positions. Identifies and facilitates the development and training needs for employees. Provides on-the-job training for new employees as required. Finds ways to improve operations and work products of the team.

2. Develops, coordinates, and implements the NRC's space alterations and construction projects. The space alteration and construction program include alteration of interior space, modification of exterior building elements and property for the purpose of enhancing or repairing government owned or leased facilities. Advises and provides comments and recommendations in the planning, development, modification, implementation and review of space management policies, programs and construction activities, in accordance with recognized standards and procedures for NRC headquarters and regional offices. Plans, develops, coordinates, and implements the NRC's space management program. Prepares Management Directives setting forth agency policy on space issues, space alteration and construction projects. Serves as Team Leader for reviewing regional office space and real estate requests.

3. Leads in construction and space alteration program activities with agency office representatives and management through the effective and efficient analysis of building deficiencies, preparation of budgets, scheduling work, and coordination of various entities to accomplish prescribed work in a timely and professional manner. Assists the Branch Chief in preparation of budget input for construction projects, acquisition of systems furniture, selection and direction of contractors related to construction, space alteration and space planning. Generates management reports related to space required for efficient space utilization and use by management. Generates management reports related to progress of construction projects utilizing schedules and funding.

4. Develops and administers plans for monitoring space management Archibus system performance and educating staff. Reviews various reports delineating staff size, organization location and special relationships and makes recommendations on build-out and space alterations. Maintains records of such reports and updates the space management system. Oversees and utilizes the Archibus system for space management.

5. Represents the Chief, PMDSB when attending various meetings, interfacing with agency managers, and with other agencies to ensure agency objectives meet established policy and procedures. Represents ADM management in space related issues to agency office representatives, and management through the effective and efficient use of automated CADD based software, production of space plans, and procurement of systems furniture. Maintains liaison with other agencies including GSA relative to space management and construction projects. Prepares principal oral and written correspondence, including communications from NRC management.

Occasional Duties

Acts as Chief, PMDSB, in the absence of the incumbent.

Performs other duties as assigned.

Qualifications

An ideal candidate for this position should demonstrate the following:

1. Knowledge of interior space design, alteration, modification of exterior elements and property for the purpose of enhancing or repairing government owned or leased buildings and the ability to plan, schedule and accomplish moderate to large-size projects within policy and administrative constraints.

2. Demonstrate skill in planning, organizing, coordinating building systems, and establishing control points for space alteration management projects involving frequently changing requirements

3. Demonstrated ability to administer complex projects, reconcile divergent points of view regarding space assignments, and to use tact and judgment to negotiate space and workstation changes, to resolve conflicts over space and services, and to maintain a cooperative and productive relationship with a wide variety of NRC, GSA, CFM, owners, subcontractors and service representatives.

4. Demonstrated ability to lead in the construction and space alteration program activities with agency office representatives and management through the effective and efficient analysis of building deficiencies, preparation of budgets, scheduling work, and coordination of various entities to accomplish prescribed work in a timely and professional manner.

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
