Summary

The Technical Analyst (Aviation Safety) position is located within Aircraft Certification Service, Integrated Certificate Management Division (AIR-500) within an assigned branch or other reporting organizations.

Duties

The incumbent serves as the Technical Safety Program Manager acting as the senior technical analyst for large work activities. Independently provides a full range of program support and analytical expertise, responsible for researching, developing, and evaluating all aspects of aviation safety systems data to effectively meet operational requirements and program goals. Researches and gathers information to respond to inquiries on programs/projects. Performs multiple and varying complex work assignments under minimal direction of a manager or Program Manager. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: leading the organization and execution of key investigative analysis and safety performance activities of government-industry collaborative safety teams comprised of FAA employee groups, representatives from the aviation industry, air traffic organizations and other key aviation stakeholders.

Defines, organizes and assigns resources to accomplish organization objectives. Allocates resources and works with team members or individually to accomplish large work activities within the established schedules. Leads activities associated with the analytical studies using investigative/research methodologies and techniques to identify emerging and changing performance, risks, and development of performance strategies and metrics.

Leads activities associated with the analysis of safety data using investigative/trending techniques and tools to identify emerging and changing risks, development of mitigation strategies, and monitoring mechanisms. Maintains knowledge of existing organizational activities relevant to analytical studies across AVS divisions and directorates, and advises management of project status and processes, as well as benchmarking industry and/or federal government best practices in order to influence engineering related data analysis and program execution. Oversees ongoing evaluation of safety related data quality, effectiveness, and efficiency and provides analysts directions for improvement where needed.

Prepares and present briefings to communicate program/project information to broad audiences of aviation safety professionals, to include the support of and participation in both national and international forums convened to strengthen and advance aviation safety. Work activities typically impact directly on the objectives of one or more major subdivisions or LOBs or SOs and may impact the objectives of the FAA.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

At least one year of specialized experience, at the next lower level includes:

  • Experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and, convey information utilizing a variety of tools.
  • Experience organizing activities leading to accomplishing and implementing program objectives; including tracking and monitoring program activities.
