Summary

Technologists (Analysts) will use their technical expertise to support research efforts, conduct investigations, and hold companies accountable for the misuse of technology. This position is located at Consumer Financial Protection Bureau.

Duties

As a Technologist (Analyst) - Pathways Recent Graduate, you will:

  • Work with fellow Technologists to apply technical knowledge, methodologies, concepts, tools, techniques, and ways of thinking to execute projects in support of the agency's efforts to eliminate algorithmic bias, ensure data security and consumer privacy, and regulate emerging technologies.
  • Execute on project work in support of the larger technologist program by investigating or analyzing a variety of unusual conditions, problems, or questions.
  • Advocate for the adoption and consideration the latest design and technology trends in projects.
  • Perform special investigative or research assignments as directed, which may involve a variety of Bureau authorities and require collaboration across disciplines.

Qualifications

Applicants must meet the following requirements by the closing date of this announcement. You must answer all job-related questions in the job questionnaire.

ELIGIBILITY: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution or intended graduation is no more than 9 months from date of application. A veteran, who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You MUST submit a copy of your DD-214 showing duration and dates of service.

Experience for the CN-40 level: To qualify at CN-40, you must have one year of specialized experience at or equivalent to the CN-30 level in the Federal service. (For qualification purposes, the CN-30 level is broadly equivalent to the GS-07 level). For this position, specialized experience may be defined as:

  • Experience utilizing data, research, or user needs to conduct analysis and form recommendations; AND
  • Experience in product design, UX, research, tech policy or ethics, software development, cybersecurity, data science, privacy, product management.

OR

Education: Master's degree or equivalent; OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; OR LL.B or J.D., if related.

OR

Combination of Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

TRAINING AND DEVELOPMENT:

  • Orientation program
  • Mentorship throughout the Program.
  • Individual Development Plan to assist with career planning, professional development, and training activities.
  • At least 40 hours of formal, interactive training each year of the Program.
  • Positions may offer opportunity for career advancement.

AFTER PROGRAM COMPLETION: Recent Graduates may be converted to a permanent position (or, in some limited circumstances a time-limited appointment not-to-exceed 10 years).To be eligible for conversion, Recent Graduates must have:

  • Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
  • Demonstrated successful job performance.
  • Met the qualifications for the position to which the Recent Graduate will be converted.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Education

This appointment is being filled under the Pathways Program. The Recent Graduates Program provides individuals, who have recently graduated from qualifying educational institutions or programs, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years, or intended graduation is no more than 9 months from date of application.
