Duties

  • At the GS-05 Level: Clones and programs handheld and mobile radios. Programs dispatch consoles under close supervision. Troubleshoots basic hardware and software problems for users.
  • Performs basic programming and installation of radio communications software for users. Assists higher-graded specialists in preparing for meetings or projects.
  • Follows simple operating procedures related to radio communications systems. Works on equipment moves and additions with vendors and/or customers.
  • Assists supervisor/higher graded specialist with installs to meet urgent service needs. Provides telecommunication support for wildfire and prescribed fire incidents.
  • Duty 5 At the GS-06 Level: Clones and programs radios, including handhelds, mobiles, and dispatch consoles. Provides data to higher-graded specialist on such matters as necessary.
  • Troubleshoots hardware and software problems for users. Performs basic programming and installation of radio communications software for users.
  • Coordinates installation and changes to equipment with organization supervisor or other appropriate personnel.
  • Participates in internal staff meetings, sharing information obtained through research of systems, and assisting higher-graded specialists in preparing for meetings or projects.
  • Follows simple operating procedures related to radio communications systems and microwave networks. Works on equipment moves and additions with vendors and/or customers.
  • Installs and relocates the installation, including vehicle radio equipment installation, and relocation of radio and digital interface equipment to meet urgent service needs.
  • Provides telecommunication support for wildfire and prescribed fire incidents. Performs other related duties, as assigned.
  • At the GS-07 Level: Clones and programs radios, including handhelds, mobiles, and dispatch consoles.
  • Provides data to higher-graded specialist on such matters as necessary (e.g., installation, expansions, troubleshooting, consolidations, facilities, equipment, manpower, budget, logistics, etc.).
  • Troubleshoots hardware and software problems for users. Performs basic programming and installation of radio communications software for users.
  • Coordinates installation and changes to equipment with organization supervisor or other appropriate personnel.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
  • Incumbent must be able to obtain certification to climb towers as outlined in BLM Manual 1292 and BLM Handbook 1291-1.

To qualify for GS-05: You must possess one (1) full year of specialized experience at or equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Knowledge of basic radio operation and telecommunications principles, methods, and procedures sufficient to gather and analyze facts to draw conclusions about a radio system.
  • An understanding of radio theory and the ability to communicate orally and in writing to provide guidance.
-OR-Education: 4 years above high school.

- OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To qualify for GS-06: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Knowledge of basic telecommunications principles, methods, and practices; sufficient to perform a wide variety of interrelated telecommunications support.
  • Performs routine and recurring assignments in the delivery of telecommunications services, such as diagnosing and resolving customer problems and incidents and assists more experienced Telecommunication Specialists in resolving complex problems.
  • Ability to troubleshoot routine telecommunications problems.
  • Knowledge of telecommunications equipment, and operating characteristics.
  • Ability to communicate effectively, both orally and in writing, on technical and non-technical matters as they relate to telecommunications.
To qualify for GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Knowledge of, and skill in applying, telecommunications principles, methods, and practices; telecommunications security methods and procedures; and performance monitoring principles and methods.
  • Performs routine and recurring assignments in the delivery of telecommunications services, such as diagnosing and resolving customer problems and incidents and updating tracking/ticketing systems and assists more experienced Telecommunication Specialists in resolving complex problems.
  • Ability to troubleshoot routine telecommunications problems and document issues/resolution. Ability to install, configure, and test telecommunications equipment and components; install, configure, upgrade, and troubleshoot telecommunications equipment and components.
  • Ability to communicate effectively, both orally and in writing, on technical and non-technical matters as they relate to telecommunications.
At the GS-06/07 level, education cannot be substituted for specialized experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is mostly sedentary, although there is a continuing requirement for field work for the maintenance and/or installation of communications equipment. Considerable and strenuous physical exertion is required to work in high elevations up to 12,000 feet on antenna supporting structures up to 150 feet above the ground, and in inclement weather conditions. Other demands such as the frequent climbing, considerable walking, climbing, bending, pulling and heavy lifting of equipment weighing over fifty pounds is required for the installation, loading, and transporting of communications equipment in the field. May be required to climb towers.

Work Environment: The tower climbing work is performed under variable and unpredictable working conditions in many locations, sometimes in inclement weather and at high altitudes. The incumbent will also be exposed to radio frequency hazards, high voltages, noise, and slippery and uneven surfaces. It also includes working in voice and data equipment rooms and computer rooms. Travel to field/remote communications sites in the desert, mountains, mud, and snow using 4x4 vehicles, snowmobiles, 4-wheel all-terrain vehicles or aircraft is required. The incumbent will comply in utilizing all appropriate safety and personal protective equipment, policies, and procedures.
