Telecommunications Specialist

• Planning, developing, and managing one or more substantive national telecommunication system or program.
• Coordinating frequencies with partner organizations in support of fire suppression or incident support.
• Coordinating with others to meet objectives when there are problems securing cooperation.
• Establishing priorities based on expert knowledge of radio and frequency management programs, policies, and procedures.
• Coordinating, reviewing, and providing technical guidance and advice in Land Mobile Radio (LMR) systems for High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), Microwave, Satellite, Seismic, and telemetry systems.

Specialized Experience Requirement:

For the GS-0391-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as two or more of the following: providing guidance and advice in the development of policies, procedures and standardization of documents that pertain to telecommunication systems and frequency management; and/or validating all current radio frequency authorizations for accuracy and compliance with policy; and/or managing and coordinating of frequencies with partners in supporting fire suppression and incident.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. You will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire.
