Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure in DISA PACIFIC FIELD OFFICE, Regional Network Operations and Security Center (RNOSC), Camp Humphreys, South Korea.

Duties

  • Serve as forward RNOSC representative to provide local visibility of network performance, perform on-site troubleshooting to accelerate service restoration, and synchronize incident response efforts between the RNOSC, DISA, and mission partners.
  • Act as the forward technical expert for Mission Partner Environment (MPE) and coalition Command and Control (C2) systems to ensure the interoperability and availability of joint and coalition communication capabilities.
  • Function as the primary technical liaison between DISA field offices and mission partners, translating operational requirements into actionable technical solutions and providing clear updates to leadership during incidents, exercises, and operations.
  • Assess critical infrastructure dependencies (e.g., power, HVAC, transport), identify risks to resiliency and cybersecurity posture, and support commissioning and evaluation of programs to ensure systems are ready for enterprise integration.
  • Develop, validate, and operationalize primary, alternate, contingency, and emergency (PACE) communications architectures to ensure continuity of operations in degraded, denied, or contested environments.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This is a drug testing position.
  • Emergency essential: You may be required to take a series of anthrax immunizations and annual boosters. Other immunizations may be required for this position. Failure to do so may lead to removal from position or separation from Federal Service.
  • Must be able to obtain and maintain a DoD 8570 Information Assurance Technical (IAT) Level II certification at a minimum.
  • Must be able to drive government vehicles to locations within South Korea in the performance of their duties.
  • Covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements.
  • This is a mission essential position.
  • This is a TLMS position. Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

BASIC REQUIREMENT: The Telecommunications Series, 0391, has an Individual Occupational Requirement (IOR), which must be met for this position in addition to the minimum qualification requirement. From the options below, select the one response which describes your educational or experience background. Education above the high school level must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.

Education

Undergraduate and Graduate Education:?Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Experience
Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

In addition to meeting the basic requirements applicants must meet the qualifying experience.


Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:
  1. Experience managing network operations, incident response, and enterprise services, specifically utilizing Internet Protocol / Multiprotocol Label Switching (IP/MPLS), satellite systems, and boundary services, and providing advice on enterprise-level issues;
  2. Performing on-site troubleshooting and fault isolation during the process of designing, developing, and validating multi-layered communications architectures; AND
  3. Ensuring the seamless integration and interoperability of joint-service and coalition information systems.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-13 grade level.

  • Current competitive service employees who accept an overseas CES position or convert to overseas CES position are not entitled to statutory return rights. Administrative return rights may still be granted at the discretion of the losing Agency. Employees without administrative return rights will, at the end of their overseas tour, be subject to placement through the DoD Priority Placement Program.
  • You may be required to serve a 3-year probationary period.
  • Eligibility for foreign-area allowances such as Foreign Post Allowance and Living Quarter Allowance will be determined at time of hire.
  • DoD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements.
  • LENGTH OF TOUR: The initial length of this overseas tour is 36 months. Tours extensions may be authorized.
  • PASSPORT/VISA: Candidates must obtain and maintain an official government passport and VISA as required.
  • No-fee passport required. US Government civilian personnel who have not received no-fee passport prior to departing CONUS may enter the foreign country (OCONUS) using a tourist passport. Civilian personnel cannot enter the foreign country on ID card and/or travel orders. Passport must be valid for at least 6 months beyond arrival date.
  • U.S. citizens in a foreign country under ordinary resident status are not eligible to apply for appointment under Status of Forces Agreement (SOFA).
  • Applicants must comply with the Exceptional Family Member Program requirements as outlined in DoDI 1315.19.
  • If an employee brings a family member to an overseas location who requires medical or dental care, the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • This position may be designated as Emergency Essential. Incumbent must sign a statement of understanding and an agreement to perform the duties of this position in the event of a crisis until relieved by proper authority. Incumbent's dependents shall be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees.
  • PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration.
