The primary purpose of this position is to serve as the telecommunications service facilitator, monitoring correcting and advising on telecommunications network programs, services and systems. Serve as the Project Manager for new and emerging technologies and systems being implemented at Hanscom AFB and across DoD CONUS Region 1.

Duties

  • Plans, develops, and utilizes methods, procedures, policies, and techniques for the support of
    region-wide and global telecommunication systems. Keeps abreast of emerging technologies and develops plans, designs, and specifications for various types of communications and computer systems projects considering facility and infrastructure of the organization. Advocates to National Command Authority for Hanscom AFB as expansion site for new and emerging DoDIN infrastructure.
  • Serves as technical advisor for the base and DoD regional customers. Provides expertise in
    estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications transport and encryption systems. Evaluates DoD, command, and base requirements to determine system or equipment type from a technical and economic standpoint. Provides telecommunications input into computing system operational design and proposal review.
  • Implements telecommunication programs and special projects. Serves as a project officer responsible for the successful implementation of various telecommunications and infrastructure programs/projects.
  • Coordinates the preparation of and reviews telecommunications statements of work (SOW). Provides criteria and standards for specialized, difficult, or unusual requirements. Reviews plans, specifications, maintenance requirements, and cost estimates of contracting firms to ensure modernization of telecommunications and computer requirements comply with
    program goals and objectives.
  • Prepares budget, technical reports, staff studies, briefings, and vendor site support agreements. Prepares budgetary data and justification in support of programs/projects. Develops reports on contractor technical quality performance.
  • Participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports. Presents clear, concise, and well-structured oral presentations that address the designated issues.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have (or will have within 120 days of closing of this announcement), at least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent level, which involves knowledge of a wide range of communication equipment and systems, concepts, guidelines, principles, practices, procedures, policies, standards, theories, operational requirements; demonstrated knowledge and ability in effectively developing procedures, policies, and processes; and evaluating, implementing, and recommending new devices, proposals, and approaches relevant to communication trends, concepts and technologies

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices,
procedures, policies, standards, operational requirements; and of operational and performance
characteristics of telecommunications to develop procedures/policies/practices for local use.
2. Knowledge of performance characteristic telecommunications equipment, systems, services, and
transmission media to evaluate new devices, proposals, and approaches.

3. Knowledge of associated methods and techniques such as contracting procedures/legal
requirements, cost analyses, and budgets.

4. Ability to communicate effectively both orally and in writing to identify, direct, or
coordinate actions required in providing needed service.

5. Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or
conditions associated with formulating projects or studies to substantially alter major
telecommunications systems (e.g., systems compatibility, circuits, switches, distribution,
satellite linkages, and networking).

6. Ability to research patterns to develop new methods, criteria, or proposed new
telecommunications policies and procedures.

7. Knowledge of communication system and infrastructure installation standards, energy utilization,
HVAC loading, and bonding/grounding.

8. Knowledge of deployment configuration and practices to recommend, support and sustain cryptographic devices and systems and Air Force standard COMSEC practices policies and procedures.

Additional Info/ preferences
  • At least four years of work experience in telecommunications systems, transmission media/infrastructure maintenance and/or long-haul communication experience is preferred.
  • Certifications/Licensure: Technical certification in related field is preferred.
  • This position is not approved for recurring or remote telework.
