Specialized Experience:
You qualify at the GS-11 grade level if you possess one of the following:
- One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to (1) Planning, scheduling and/or coordinating resources and allocations for training programs; (2) Supporting registration and compliance processes by monitoring rosters, resolving attendance issues, and providing responsive support to agency representatives; (3) Advising customers or agency representatives on training requirements, schedules, registrations, or allocation issues; OR
- A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related ; OR
- A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. Online assessment: You must complete the online USA Hire Competency Based Assessments measuring critical general competencies required to perform the job. Applicants completing the online assessment will move on to the next phase of the assessment process.
SME Q&A: At this phase, qualified candidates will participate in an SME Q&A to further assess your technical qualifications relative to the required specialized experience. Applicants passing the SME Q&A will be rated and ranked.

- Well-Qualified: Applicants with experience exceeding the min quals and demonstrating acceptable proficiency in the critical competencies, including all SPF's and appropriate QRFs in the JA.
- Qualified: Applicants with experience meeting the min quals and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs in the JA.
