Job Description (Please follow all instructions carefully)

Summary

Serves as a FCA Training Specialist focusing on the development and administration of Agency training, but not limited to, e-learning courses or Commissioning Test. Provides advice and counseling to supervisors and employees in the areas of human resource development and instructional design practices, instructional product development, and educational development. This position is located in McLean, Virginia.

Duties

As a Training Specialist your duties will include:
  • Developing training aligned with leadership and technical competency-based models that serves as the structure for Agency wide training including agency compliance, supervisory, management, and executive level training and development programs.
  • Providing guidance and feedback to instructors and course developers based on evaluations from training programs.
  • Conducting curriculum design activities and working with Agency subject-matter experts to update and develop in-house training programs relating to, but not limited to, Associate Examiner training as part of the Pre-Commissioning Training Program. Applying the ADDIE Instructional Design process to ensure comprehensive development and updates of these programs.
  • Designing, instructing, and/or participating in the development of Agency training and development programs for administration to Agency employees and managers.
  • Working in collaboration with Office of Examination staff and an outside vendor to maintain a current Commissioning Test that accurately evaluates the knowledge and competencies of Associate Examiners who have completed the Pre-Commission Training Program.
  • Developing and implementing evaluation plans to measure the effectiveness of training programs.
  • Conducting needs assessments to identify performance gaps and training requirements.

Qualifications

You may qualify at the VH-37 (GS-11) band level, if you fulfill one of the following qualification requirements:
  1. One year of specialized experience equivalent to the VH-35 (GS-09) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes applying human resource development learning theories and principles to administer learning and development programs for blended learning services that address workforce development and continuing education needs; OR
  2. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR
  3. A combination of education and experience as listed above.

You may qualify at the VH-38 (GS-12) band level if you have one year of specialized experience equivalent to the VH-37 (GS-11) band level in the federal service or equivalent. Specialized experience is experience applying instructional systems principles, practices, and techniques to develop and administer training programs, including compliance, supervisory, and executive level training using software and application-based technology for design and delivery of training on various platforms.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience for the VH-37 only.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

  • Salary (Base) by Band Level. VH-37: $67,274 - $111,002; VH-38: $76,965 - 126,992. A locality rate of 32.99% for McLean, VA is added to the base salary.
