Summary

This position is assigned to Commander, U.S. Fleet Activities Sasebo (CFAS) Japan under Fleet Readiness Director within the Morale, Welfare and Recreation (MWR) Branch of Commander, Navy Region Japan (CNRJ). Incumbent serves as a CFAS MWR Training Specialist supporting Commander, Navy Installations Command (CNIC) Fleet and Family Readiness (FFR) training, content development, implementation, and facilitation efforts.

Duties

- Works with CNIC/CNRJ staff subject matter experts to identify, acquire, and/or create, revise, design, and develop course content for face-to-face, virtual, and hybrid delivery methods including all instructional materials required to conduct, implement, and evaluate a course.
- Evaluates training, instruction, and learning.
- Plans approach, collects data, and analyzes results to evaluate the effectiveness of training products, training delivery, training administration, and Learning Management System (LMS) operations.
- Serves as producer/host and/or facilitator for all types of virtual events and classes. Participates in recruiting, training, coaching, providing guidance, and certifying virtual producers and facilitators throughout CNIC.
- Produces and delivers/facilitates virtual instructor led trainings (vILT), webinars, and other online and hybridized delivery events including certification and train-the-trainer courses.
- Serves as coordinator for Learning Platforms such as CNIC University, Microsoft Teams, and Adobe Connect. Establishes users in the system, trains users, manages all associated user information, works with vendors, and provides data and reporting on the Learning Platform and its use/administration.
- Serves as coordinator and subject matter expert for LMS. Updates LMS with current and relevant information including courses, registration, and management of users; assists users, provides technical assistance, and provides data and reporting on the LMS and its use/administration.
- Provides administrative and training implementation support to staff members throughout the CNIC enterprise as well as other customers/required parties.
- Provides customer service support/assistance to internal and external customers.

Qualifications

A qualified candidate possess the following:

  • Knowledge of Navy Fleet and Family Readiness programs, issues, policies, procedures, regulations, and support functions.
  • Knowledge of CNIC organizational structure and mission(s) of organizations serviced to assess and evaluate training needs for organizations serviced.
  • Ability to organize and oversee a large training program for a diverse program with learners of varied backgrounds, cultures, educations, and languages.
  • Ability to teach and lead others in various training environments to include traditional and modern learning methods
  • Ability to provide excellent customer service to internal and external customers,
  • Skill in the use of computer office suites such as Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Preferred: Skill in the use of learning and meeting platforms such as Microsoft Teams, Adobe Connect and/or CNIC University LMS.
  • Knowledge of LMS/database operation, registration and learning event management principles, concepts, policies, configuration, system operations, system trouble shooting, and reporting processes.
  • Skill in the use of Microsoft Office Programs Word, Excel, Power Point, and Outlook; desktop publishing applications Adobe InDesign and Acrobat Pro; and common virtual course authoring tool Articulate Storyline.
  • Skill in working within a LMS environment and virtual learning platforms such as Adobe Connect and Microsoft Teams.
  • Ability to learn and understand Human Resources principles and processes.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to establish and maintain effective relationships with customers.
  • Ability to communicate effectively both orally and in writing.

Education

  • When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of the application package.

You will be evaluated for this job based on how well you meet the qualifications above.

  • 1 year specialized experience equivalent to at least a GS-5.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
