- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Enlisted: 42A, 92Y and 11B
GENERAL EXPERIENCE:
All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subject's criteria and information into a teaching/training capability.
SPECIALIZED EXPERIENCE:
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
- Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
- Supervising or administering a training program.
- Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
- Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Education
In lieu of specialized experience, the following education is required to qualify for position:
- 1 full year of graduate level education; or
- superior academic achievement
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
- Basic capabilities in communicative interpersonal skill applications and distance learning concepts; skills in effective communications; ability to present professional courses and briefings; including writing reports and records; as well as the ability to be a participant and presenter during training and military or civilian conference events.
- Knowledge of training centers, training programs, schools, and unit policies; to include the ability to conduct or develop education and training programs.
- Knowledge that ensures the training institute and Training Administrator with the Total Army School System (TASS) organizations adhere to timelines established by the Training Management Life Cycle either through command and control or coordinating authority; to include skills to assist in the management of Distance Learning Programs.
- Skills to prepare documents for student participation and notify appropriate command of those students who did not attend training; to include the ability to ensure that all student records are prepared in accordance with current regulations and distributed for assessment and accreditation; as well as prepare materials and maintain files for Officer Candidates Schools (OCS) Evaluation and Review boards.
- Skills to coordinate with the Public Affairs Officer regarding press releases and media coverage of RTI events; to include the ability to conduct briefings for various groups and individuals to promote RTI programs; as well as make available to units and individual's various publications and recruiting materials; and participate in the preparation and distribution of recruiting materials; including printouts of individuals qualified for OCS to unit commanders.
