Summary
The position of Training Technician is located in the Department of Veterans Affairs, Workforce Management & Consulting (WMC), Scholarships & Clinical Education (SCE) Office. The Training Technician serves as the specialist/auditor on the Employee Incentive Scholarship Program (EISP), National Nursing Education Initiative (NNEI), and VA National Education for Employees Program (VANEEP). Training Technicians will report to the Supervisory Program Specialist.

Duties
This is a non-bargaining unit position. The initial application review cut-off for this job announcement is 50 applications. The first 50 applications received will be considered first. Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
Major Duties:
- Evaluate and manage new scholarship awards for participants spanning the entire Veterans Health Administration.
- Track and audit facility and participant financial allocations and academic progress.
- Validate and evaluate participant/applicant academic plans of study and specific program accreditation requirements.
- Validate facility annual reports and program site reviews.
- Provide customer service to facility scholarship coordinators across multiple VISNs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 06. For a GS 09 position you must have served 52 weeks at the GS 07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
- Specialized Experience GS07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing developmental duties related to training technician responsibilities, including completing on-the-job training and related instructions, carrying out progressively responsible tasks under moderate supervision, and working within established policies and management practices. This experience should demonstrate the ability to communicate effectively, collaborate with supervisors and colleagues, and ensure work is reviewed for consistency, accuracy, and practicality.
- Specialized Experience GS09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently evaluating and managing scholarship awards for participants across the Veterans Health Administration, tracking and auditing facility financial allocations, facilitating training and orientation for scholarship coordinators, determining financial value of scholarships, validating academic plans and accreditation, conducting annual program audits, developing recommendations and reports, organizing and maintaining scholarship materials, and displaying skill in managing flexible administrative workloads and schedules. This experience must demonstrate the ability to perform complex audit assignments, communicate findings, and ensure compliance with laws, regulations, and program objectives
