Duties

This selectee will perform services as a Child Development Services (CDS) Training and Curriculum (TAC) Specialist.  This position is to provide and deliver a comprehensive training program to Child Development Center (CDC) employees and CDS Family Child Care (FCC) providers, assist with the implementation of a developmentally appropriate curriculum program that fosters the physical, social, emotional, cognitive and language development of children and youth, ages 6 weeks to 12 years and promote school readiness and support ongoing school success.

Typical work assignments include:

  • Providing training to CDC employees and FCC providers.
  • Utilizing child and youth development and training expertise to role model, mentor, coordinate and provide training, observe for successful implementation of training, assess development of children and youth by direct observation, and provide services that lead to obtaining and/or maintaining accreditation by a nationally recognized early childhood accrediting agency, where applicable.
  • Developing a working relationship with local and on-line colleges, universities and professional organizations and advises employees/providers about continuing avenues of professional development.
  • Maintaining training records and establishes a standardized Individual Development Plan (IDP) for each CDS employee and FCC provider, as directed by CDC Director.
  • Ensuring that the required Coast Guard curriculum is implemented within each CDS program (i.e. supports implementation and execution of the Coast Guard standardized curriculum within the Child Development Center (CDC), including assisting CDC direct care staff by documenting observations and assessments, evaluating classroom environments, reviewing weekly activity plans, and providing additional training when needed).
  • Providing daily assistance with plans and assists in and supports development and implementation of parent education and parent participation program, as required.
  • Ensuring all childcare personnel meet training requirements as set by local, State, and Federal agencies, along with standards set by the accrediting agency, when applicable.

Basic Requirements:


Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.


OR


Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND

In addition to the basic requirements listed above:


AT THE GS-07: Applicants must also have at least one year of specialized experience equivalent to the GS-05 level in the federal service. Examples of specialized experience include: Applying the principles, theories, concepts and practices of early childhood development encompassing infant through school age youth; and developing curricula, covering physical, emotional, social and cognitive development.


OR


at least one of the following if using education to qualify at this grade level: (A) Completed a Bachelor's degree AND obtained Superior Academic Achievement (SAA). SAA is met through one of the following: Ranked in the upper one-third of your graduating class; OR earned a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during final 2 years of curriculum; OR earned a GPA of 3.5 or higher out of 4.0, based on the average of required courses completed in your major or required courses in your major completed during the final 2 years of curriculum; OR election to membership in a national scholastic honor society; OR (B) Successful completion of one full year of graduate level education (18 credits or equivalent); OR (C) A combination of specialized experience equivalent to the GS-05 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.



AT THE GS-09: Applicants must also have at least one year of specialized experience equivalent to the GS-07 level in the federal service. Examples of specialized experience include: Applying the principles, theories, concepts and practices of early childhood development encompassing infant through school age youth; developing curricula, covering physical, emotional, social and cognitive development; Assisting in establishing plans and schedules for employee and provider training; assisting child development center staff by documenting observations and assessments, evaluating classroom environments, reviewing weekly activity plans, and providing additional training when needed; and providing training to staff and providers so they can ensure classroom and activity area compliance with fire, safety, and sanitation rules and instructions.

OR

at least one of the following if using education to qualify at this grade level: (A) Have a master's or equivalent graduate degree; OR (B) 2 full years of progressively higher level graduate education, if related; OR (C) A law degree such as an LL.B. or J.D, if related; OR (D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 25% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  1. Knowledge of child and youth programs including principles, practices and techniques of child and youth development.
  2. Knowledge and skill sufficient to independently manage a developmentally appropriate program for the age group served; plan and conduct training workshop; develop curriculum outlines, courses of study and lesson plans/guide; provide guidance and leadership to CDS employees and FCC providers; and ability to handle emergency situations.
  3. Knowledge sufficient to accredit a child development program by applying established accreditation standards at all levels of a program (i.e. management, classroom, environments, FCC).
  4. Knowledge of Federal and State Laws governing the prevention and reporting of child abuse and/or neglect.
  5. Ability to communicate orally and in writing with diverse group of individuals and groups necessary to resolve program conflict, educate senior leadership, lead team efforts and conduct briefing and training; and to develop, analyze, evaluate, and present facts, statistical reports and recommendations in clear, concise and logical term, both orally and in writing.
