Duties
This announcement provides the opportunity for a reassignment/promotion to the Training and Talent Development (TTD) Manager position under Human Resources, located in Arlington, VA. Bring your skills and voice to our team!
The successful candidate will be responsible for managing the organization's employee development and training programs, including training development, implementation, and administration. This position requires ongoing planning, analysis, and evaluation for TTD improvement as well as seeking efficiency on internal, organizational, and management procedures and operations. The successful candidate will be responsible for leveraging extensive knowledge and experience in conceptualizing, developing, and implementing learning management programs to advance the professional development, growth, and performance of USPS OIG employees. The successful candidate must be highly motivated, capable of managing other employees, and have demonstrated skills/experience outlined in the evaluation factors regarding managing learning management programs.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $149,185.00 - $191,931.00. The salary figures include locality pay.

- Provides advisory service and develops policy interpretations around professional development, specifically learning programs.
- Collaborates with leadership, Subject Matter Experts (SMEs), and other business partners to develop or acquire unique training and educational programs and/or services.
- Assures implementation by subordinate staff of the goals and objectives of agency-wide training and development programs. Implements established goals and objectives; assesses measures to evaluate performance; and makes recommendations for program improvements.
- Delivers high-quality training programs and development opportunities for all grade levels within the organization.
- Identifies and resolves, as applicable, unique issues where no policy exists, recommending innovative actions to address new needs and/or issues.
- Practices sound position management with assigned work, combining/separating duties, and in fulfilling other professional development duties and responsibilities.
- Possesses the ability to evaluate program content, outcomes, and performance to determine program efficacy and recommend revisions and solutions.
- Identifies training gaps in current programs and goals, and through data assessment, develops solutions.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
- Bachelor's Degree from an accredited college or university
AND
- At least 4 years of experience managing learning programs and employee development programs through curriculum analysis and training development
AND
- At least 4 years of experience as a program/project manager or lead with demonstrated experience managing or leading multiple programs simultaneously
DESIRABLE QUALIFICATIONS
- Bachelor's or master's degree in Adult Learning, Education, Organization Development, or related subject matter highly desirable
- Professional certification (American Society for Training and Development (ATD), Society for Human Resource Management (SHRM), Certified Professional in Training Management (CPTM), Project Management Professional (PMP), etc.)
- Knowledge of familiarity with OIG operations
- Familiarity with modern and traditional training methods
- Experience designing professional learning (e.g., Instructional Design Specialist)
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. - Knowledge of adult learning theories and principles, concepts, and activities; and demonstrated experience applying this knowledge in developing, planning, managing, and evaluating learning and knowledge management projects and programs.
- Skill in facilitating and/or presenting agency training programs.
- Ability to manage online learning platforms, vendor relations, and Learning Management Systems.
- Ability to communicate clearly, concisely, and effectively both orally and in writing, to various audiences, such as senior officials, managers, employees, and internal/external stakeholders, while establishing and maintaining a good working relationship with all levels.
- Skill in working with and creating a team environment when working with peers, subordinates, and senior officials.
- Skill in overseeing, monitoring and evaluating multiple programs for effectiveness and compliance with policies and procedures and making recommendations for improvement.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
