This is a Defense Industrial Base (DIB) Direct Hiring Authority (DHA) notice open to the Public, within the local commuting area.

Duties

  • Processes documents for the shipment of freight for a wide variety of commodity classes destined for a given geographical area comprised on several states and/or overseas destinations using all modes available.
  • Coordinates the work efforts with freight specialist to develop specialized packing, loading, and handling methods for shipments requiring special protection.
  • Arranges with carriers to provide special terminal facilities and services, specialized carrier equipment, or special highway permits or police escorts, or accessorial services.
  • Determines and effects complete routings involving a combination of modes or carriers to handle shipments with urgent delivery dates.
  • Determines appropriate, legally applicable, and economic mode, rate, and route for shipment.
  • Initiates and processes emergency Material Release Orders (MROs) using all modes of shipment, researching, investigating, and resolving discrepancies for inbound/outbound shipments which may be over, short, damaged, or misdirected.
  • Assists in monitoring carrier performance: transit time, traffic patterns, and services rendered by carriers, and provides information on carrier performance to management.

  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.

Qualifications

To qualify for a Transportation Assistant your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular
competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Utilizes transportation regulations, policies, and procedures to perform a wide variety of interrelated and nonstandard transportation support and timely shipment of freight by rail, truck, air, or water.
  • Uses automated transportation systems to prepare and process shipping documents, reconcile errors, delays, research open and late line shipments, and input emergency material release orders.
  • Performs extensive research using various sources such as, bill of lading, automated systems and shipment planning worksheets to identify astray freight and frustrated cargo in order to prepare preliminary reports.
B. Education Substitution: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
