To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
- Experience performing data analysis, developing background information, or evaluating trends of operating or competitive structures of the civil aviation and/or international transportation/trade industry issues from a commercial, economic, regulatory, legislative, and/or financial perspectives or other comparable work, AND
- Experience preparing written documents such as reports, issue papers, and briefing materials using transportation industry economic or financial data.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
- Experience evaluating proposals/requests or policy issues impact or performing qualitative and quantitative data analysis utilizing programming languages/models in evaluating the operating or competitive structures of the civil aviation and/or international/trade industry issues from a commercial, economic, regulatory, legislative, or financial perspectives or other comparable work, AND
- Experience presenting findings or conclusions using industry economic and/or financial data to senior management.
You cannot qualify on education at the GS-12 level; you must have experience.
To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
- Experience in civil aviation and/or international/trade industry operations or competitive structures examining the effects of existing or proposed regulatory/policy alternatives or utilizing data analysis methods and techniques (e.g., programming languages/modeling, etc.) involving transportation/trade programs OR independently researching, identifying, and assessing the impact of civil aviation and/or international/trade programs, practices, operations, equity, or competitive structure issues or other comparable work, AND
- Experience preparing written analytical reports that address the consequences of adopting existing or proposed regulatory policies involving civil aviation and international/trade programs.
You cannot qualify on education at the GS-13 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Transportation Industry Analysis - Uses Knowledge of transportation industry regulatory controls, of the customs and competitive practices of carriers, and of carrier operations, services, and facilities including a general knowledge of economics, statistics, law, business management and related subject-matter areas, but does not require full training and professional competence in any of those fields that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical transportation information related to the job; advises others on technical transportation issues.
- Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
- External Awareness (‡) - Understands and keeps up-to-date on local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
- Influencing/Negotiating (*) - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
- Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner for the intended audience.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
