Duties

The United States Space Force (USSF) at Clear Space Force Station, Alaska is searching for a Transportation Officer & Logistics QA Manager to support the 13 SWS (NH-0346-03, GS 12/13 equivalent).

Description:
Manages the functions aligned to a Logistics Readiness Squadron (LRS) Quality Assurance (QA) Program. Serves as a Contracting Officer's Representative (COR)/Quality Assurance Evaluator (QAE) performing duties designated in the Contracting Officer's (CO) Designation Letter. Oversees contracted LRS functions across all career fields-including Logistics Mgmt/LGR/LGL, Materiel Management (formerly known as Supply)/LGRM, Vehicle Management/LGRV, Distribution to include Ground Transportation/LGRD, Fuels Management/LGRF-to ensure compliance with policy and the Performance Work Statement (PWS).

Evaluates logistics procedures and recommends process improvements. Establishes inspection/evaluation schedules and maintains/updates Quality Assurance Surveillance Plans (QASPs), inspection logs, and activity records.

Manages surveillance and Internal Management Control Programs. Conducts scheduled and unscheduled surveillance and quality control visits across all LRS operational sections detailed in Duty 1. Applies appropriate surveillance methods-random sampling, 100% inspection, periodic inspection, customer complaint, and unscheduled surveillance-measured against Acceptable Quality Levels (AQLs) and the Performance Requirements Summary (PRS) to determine contractor compliance with the PWS.

Monitors logistics system activities across LRS functional areas, including all system associated with the LRS functional areas/community, (i.e. Integrated Logistics System-Supply (ILS-S) formerly known as Standard Base Supply System (SBSS), vehicle management systems, fuels accounting systems, and distribution/movement systems, not an all inclusive list). Develops checklists, procedures, and statistical analyses for in-depth review of logistics functions IAW the DAF 23 & 24 series published guidance. Retrieves and analyzes data to respond to customer, program review, and vendor inquiries, including complex, unusual, or classified transactions.

Provides logistics system oversight and troubleshooting across supply, vehicle, fuels, and distribution operations. Analyzes logistics management data to evaluate deviations from standards. Prepares Corrective Action Reports (CARs), documents deficiencies, analyzes contractor responses for root cause and corrective actions, and performs follow-up to resolution. Prepares and issues squadron regulations/operating procedures; reviews, edits, and coordinates draft AFMAN/AFI supplements and operating instructions through publication. Reviews program effectiveness (e.g., reject management, vehicle fleet readiness, fuels accountability, cargo/passenger movement) and provides leadership recommendations. Monitors compliance with applicable safety, environmental, and hazardous material (e.g., fuels/spill/hazmat) requirements across contracted operations.

Serves as liaison between the Commander, Contracting Officer, contractor, Director of Mission Assurance, and other Air Force/Space Force personnel. Participates in meetings to resolve problems, discuss procedures, and review contractor performance. Notifies the Senior Quality Assurance Evaluator, supervisor, and Contract Quality Program Manager of deficiencies, prepares file documentation, and recommends changes to surveillance methods as warranted.


Ideal Candidate:
The purpose of this position is to support the Logistics Readiness Quality Assurance (LR QA) program by providing the unit commander, director, and senior leadership with a comprehensive assessment of the unit's ability to perform key logistics processes. This is accomplished by ensuring standardized, repeatable, and technically compliant process execution, while promoting a culture of professional excellence and personal responsibility. The primary focus is on personnel proficiency and adherence to established policies and procedures.

  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Station (TDY) approximately 20 days per year.
  • PCS is not authorized. Incentive is not authorized.
