Summary

The primary purpose of this position is as an Air Reserve Technician (ART) Enlisted to serve as subject matter expert for the Aerial Port. As the senior Air Reserve Technician manages, advises and provides guidance. Accomplishes a variety of tasks which ultimately result in the Aerial Port unit's capability to perform its wartime mission and ensures that reservists are properly trained and equipped to provide wartime combat and peacetime Aerial Port support.

Duties

Plan, organize, and manage the day-to-do activities of the Aerial Port function. Develop goals and objectives, review and revise policies, procedures, and objectives, and implement quality improvements as the senior Air Reserve Technician (ART).

Manage operations and administration of Aerial Port programs and activities as representative; briefs management on a variety of Aerial Port issues, matters, and problems.

Manage the training program for Aerial Port personnel; provides guidance regarding unit training, reaction time, and mission capability.

Exercise supervisory personnel management responsibilities; advises and provides counsel to employees regarding policies, procedures, and directives of management.

Accomplish various administrative responsibilities; serves as unit supply custodian. Determines requirements/ authorizations, researches stock numbers/nomenclature, prepares documents, justifies and submits requests, performs follow-up on actions for supplies and equipment.

Submit and justify annual tour, unit training assemblies (UTA) flyaway/drive-away requirements by location and dates to Deployment Review Board (DRB) through appropriate channels for approval.

  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Must be able to obtain and maintain a secret security clearance

  • A relocation or recruitment incentive may be authorized for this position, which may require completion of a service agreement.
  • Incentive for prior non-federal work experience or active duty uniformed service for determining leave accrual rate is being offered
  • Position is designated as Testing Designated Position (TDP) under the Civilian Drug Testing Program.
  • Unless exempt, selectee must satisfactorily complete a one year supervisory/managerial probationary period.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

INDIVIDUAL OCCUPATIONAL REQUIREMENT:

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in federal service (or equivalent in other pay systems) in which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position. Specialized experience is experience that demonstrated a knowledge of the transportation function(s) which may include aerial port operations, planning, coordinating, training, evaluating, and resolving administrative Aerial Port issues, transportation principles, concepts, practices, and techniques applied to various issues and assignments.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a degree in a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the position. NOTE: YOU MUST SUBMIT A COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Aerial Port regulations, policies, instructions, procedures and operations.

2. Knowledge of formal school program and Aerial Port training and skill level enhancement requirements.

3. Knowledge of regulations governing use of personnel appropriations.

4. Ability to communicate effectively orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This is an Air Reserve Technician Enlisted position.

Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy Air Reserve Technician positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
