Summary

This position is part of the Idaho Operations Office, Department of Energy. As a Tribal Liaison, you will be serving as the Department of Energy Idaho (DOE-ID) designee for facilitating the establishment and maintenance of Federal Government-to-Tribal Government relationships, implementing DOE Native American policy, and administering and managing DOE-ID cooperative agreements with the regional Tribes.

Duties

As the Tribal Liaison, you will:

  1. Engage with Tribes and Tribal organizations and communities on nuclear energy, missions, programs and activities.
  2. Advise on tribal concerns regarding nuclear policy, treaty, consultation and protocol.
  3. Develop Tribal engagement plans.
  4. Maintain relationships with Tribal governments and organizations.
  5. Collaborate with staff at various Department of Energy Offices to include Tribal Energy Policies and Programs.

  • Must complete Federal Acquisition Certification in Contracting (FAC-C) within six months of employment

Qualifications

GS-13-SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Assist in areas of Nuclear Energy Policy and guidance to Tribal Representatives sensitive to cultural difference.
2. Communicate with Tribal governments in oral and written formats on aspects of nuclear energy issues, projects, and activities that impact Tribal reservations, treaty rights, or other federally recognized or reserved rights.
3. Participate in planning and operating workshops, and other meetings to discuss issues/concerns regarding nuclear activities which affect Tribal groups

GS-14-SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Collaborate and engage with stakeholders, including Tribal Representatives, on issues affecting Tribal relations and the development of Native American policy.
2. Communicate with Tribal governments in oral and written formats on aspects of issues, projects, and activities that are of interest or may impact Tribal reservations, treaty rights, or other federally recognized or reserved rights.
3. Participate in planning and operating workshops, and other meetings to discuss issues/concerns regarding activities which affect Tribal groups.
4. Monitor budget expenditures and advise senior staff on the status and progress of program performance and established program communication plans.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Tribal Liaison positions in the 0301 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
