Summary

This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. Duties

Major Duties: This is not an all-inclusive list

As a UNMANNED AIRCRAFT SYSTEM QA SPEC (TEMP-INDEF) (TITLE 32), GS-1910-11, you will:

  • Responsible for the integration process to determine a new maintainer's proficiency and corresponding maintainer designation.
  • Oversees the initial integration counseling event that includes but is not limited to the Aircrew Maintenance Training Program (AMTP), hangar orientation, local area orientation, basic expectations, and TUASOF responsibilities.
  • Executes and manages the Commanders Aviation Maintenance Training Program and the Commanders Aviation and Standardization Program for UAS Crewmembers.
  • Trains and evaluates all UAS Air Crew Member (ACM) for the Crew Chief Training Program (CCTP).Responsible for progression, currency and sustainment of ACM's.
  • Develops Critical Task List (CTL) for Army Military Occupational Specialty (MOS) in supported units.
  • Ensures all tasks on the CTL's are up to date and in line with current equipment and Unit Mission Essential Task List (METL).
  • Serves as the primary AMTP trainer and evaluator for the TUASOF.
  • Acts as the advisor to unit Commanders on the management of the AMTP and maintenance level of unit members.
  • Trains and evaluates crewmembers in the following areas Aircraft Notebook User Training, TAMMS-A,CPC Training, Compressed Gas Cylinder Training, Electrical Hazards, Environmental/Spill Response, AGSE.
  • Trains and Evaluates basic aviation maintenance fundamentals, basic electronics training, and electronic and mechanical maintenance of UAS.
  • Responsible for the development of instructional materials.
  • Directs on-the-job training and arranges for formal training of new employees or crewmembers.
  • Responsible for the safe execution of all MOS specific flight line operations necessary to meet mission requirements for the applicable UAS assigned to the TUASOF.
  • Responsible for all flight line operational support to include Site support coordination, generator and vehicle fueling operations, site maintenance, work orders, runway lighting supplies, maintaining the crash kit, FOD prevention, runway maintenance and other support tasks as directed.
  • Ensures daily FOD (Foreign Object Debris) walk is conducted to clear large rocks, tools, and other debris that would create a hazard to operations.
  • Ensures the unmanned aircraft is flight worthy and is current on maintenance servicing and inspections.
  • Operates light utility motor vehicles, up to two and a half ton, to transport self and others to worksites that are remote from the immediate shop facility, between installation airfields, or emergency repair sites when required.
  • Assists the Safety Officer with offsite emergency/recovery operations.
  • Responsible for the preparation and management of forms and records required to manage maintenance, control the use, and report warranty actions and deficiencies on UAS and associated ground support equipment.
  • Ensures DA Form 3513 is prepared and maintained for each maintainer who is conducting maintenance, service, modifications, or inspections to any aircraft or component.
  • Serves as the Primary Point of Contact for the notification, reporting, and implementation of all Aviation and Ground Safety messages as they pertain to the assigned TUASOF equipment.
  • Responsible for providing accurate maintenance requirement forecasts of upcoming inspections,
  • Responsible for verifying that correct methods, techniques, and procedures are used and that work is in accordance with Government publications and specifications.
  • Ensures that Government property is controlled and properly maintained.
  • Reviews work order requests and inspects for correctness and proper format to ensure completeness and audit capability.
  • Knowledge of and access to US Army aircraft status reporting procedures and methods.
  • Knowledge of the Global Combat Support System -Army (GCSS-A), Unit Level Logistics System - Aviation(ULLS-A) and Aircraft Notebook (ACN) programs sufficient to determine if user needs can be met by the system programs and to identify deficiencies and problems.
  • Provides technical assistance on all UAS maintenance matters to UAS operators, UAS maintenance crews or contractor support personnel.
  • Performs Quality Assurance (QA) inspections and evaluations of unit or facility performed unmanned aircraft system maintenance and repair, in support of organizational, intermediate, and/or depot maintenance on the UAS equipment set assigned to the unit or facility.
  • Inspects aircraft fuselage and airframes, landing gears, tires, power trains, drive trains, fuel, electrical, hydraulic, flight controls, rotor, transmission, instruments, armaments, and/or all systems required to make the aircraft a total mission capable system to include the launchers, Tactical Automatic Landing System, Ground Control Stations, tactical vehicles, generators, environmental control units and all other ground support equipment related to the UAS system.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for,or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.

GENERAL EXPERIENCE:
Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have experience involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.
