Summary

This position is part of the Western Area Power Administration. As a Uncrewed Aerial System (UAS) Program Specialist, you will manage the WAPA Unmanned Aircraft Systems (UAS) Program, its contracts, training, pilot certification, and administrative operations.

**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**

Duties

As a Uncrewed Aerial System (UAS) Program Specialist, you will:

  • Serve as a UAS Program Specialist, remote pilot in command, evaluator, instructor, certifier, and/or visual observer.
  • Oversee the WAPA Unmanned Aerial System (UAS) Program with operations that gather, detect, and monitor complex electrical, Transmission & Distribution (T&D) infrastructure, difficult terrain, wilderness, water topography, dimensions, thermal, metal strain, vegetation data, equipment, and safety issues, for WAPA maintenance, program operations, and performance purposes.
  • Oversee UAS inspections, operating location assessments, crew member mission and safety briefings, flight planning, equipment checks, ensuring accordance with 14 CFR Part 107, state and local regulations, and operators manual.
  • Lead UAS Program subject matter expert operations reviews, ensuring completion of required deliverables, corrective action tracking, implementation of and adherence to program requirements, policies, and procedures.
  • Establish WAPA UAS program and contract safety and security goals, and progress towards building a regulatory compliant, integrated, UAS safety management system, and ensuring effective, safe, secure, cost-efficient operations.
  • Lead UAS training and education strategy development, planning, coordination, and implementation.

  • Must possess certification (FAA Remote Pilot 107 certification) and be able and willing to operate UAS platforms in urban, rural, industrial, operational, complex, and remote locations that include accessing and/or traversing unimproved, rugged, and extreme condition environments (e.g., hot/cold temperatures, dry/humid environments) via local and/or temporary duty travel.
  • Current Federal Aviation Administration Part 107 Remote Airman Certificate. WAPA will consider other federal agency remote pilot education, training, and certifications for the purposes of meeting this technical qualification.
  • Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR)
  • A valid U.S. state driver's license.
  • FAA Class 3 Medical Certificate.
  • Inclement Weather Exposure
  • Wear Personal Protective Equipment (PPE)

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

GS-13: You must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:

  • Identify and/or resolve technical operations, pilot, aircraft, equipment, qualifications, training, suitability, or safety issues;
  • Utilize aviation administration methodologies to respond to accidents, incidents, and/or oversee investigations;
  • Coordinate and/or conduct remote pilot training courses;
  • Utilize acquisition or contracting rules, regulations, and/or procedures to oversee contracted operations.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position may be eligible for Remote (Restricted) work after serving 90 days in the position. If interested, the selected employee will work with their supervisor regarding their eligibility. Remote (Restricted) requests are approved on a case-by-case basis. Remote (Restricted) work requires an employee's Official Remote Worksite to be located within 50 (road) miles of an approved WAPA Office Worksite, as identified in the announcement. Under this arrangement, the employee is not required to report to a WAPA Office Worksite every pay period but will be required to do so with some regularity.
