Summary

Will serve as the Utility Systems Repairer-Operator in Charge and would be assigned to the Operation Section, Engineering Service at the New Orleans VA Healthcare System, and is under general supervision of the USO Supervisor. The incumbent is responsible for the operation, administration and maintenance of the plant facilities, distribution system of the boiler plant, A/C plant, soft water generating plant, fuel, emergency generation plant, and graphic control of two CEP Plant.

Duties

  • Reviews all maintenance and repair activities, assisting mechanics with technical procedures and requirements.
  • Track and report progress on work assignments and request authority to adjust worker assignments and to use overtime, equipment, and materials to meet schedules.

  • Responsible for the operation, administration and maintenance of the plant facilities and distribution system of the boiler plant, Chiller plant, and Building Automation Systems of two CEP Plants.
  • Monitors the maintenance and service contracts to ensure that they are in compliance.
  • Responsible for writing and updating standard operating procedures and final approval given by his supervisor of upper Engineering management.
  • Reviews requests for supplies, equipment and materials and approve the orders according to the applicable Engineering Memorandum and local guides; issue work orders to the shops or provide verbal instructions on required tasks which must be effectively planned especially when multiple trades need to perform work on the same projects to avoid confusion.
  • Recommend changes to schedules, priorities, and work sequences as necessary and make minor deviations in procedures or redirect resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences.
  • Monitors Maximo (or other work order systems) and record work usage of staff. Ensure staff utilize work order system when appropriate and ensure maintenance of systems and building assets under this shops purview are maintained, accurate and reflect actual data
  • Assures that subordinate work leaders effectively carry out policies to achieve management objectives in such areas as labor-management relations and equal employment opportunity; schedule leave and review personnel actions and employee performance appraisals.
  • Leads and interprets blueprints and technical specifications to assist in assigning work orders; be familiar with Federal, state, and local safety, fire and building code requirements, national electric codes, make emergency on the spot decisions, spot-check work and preventive maintenance inspections, and review completed work orders and preventive maintenance schedules to ensure compliance with electrical and safety codes, Veteran Administration criteria and instructions.
  • Serves as Contracting Officer's Representative (COR) on contracts pertaining to systems under purview. Assumes all duties, roles and responsibilities of COR including contract monitoring and maintenance, invoice review and recommendations, acquisition package and cost estimate development.
  • Responsible for managing and maintaining the boiler and chiller plant as well as other significant utility systems for SLVHCS.
  • Monitors and reviews of all critical system and work records, to include but not limited to: compliance monitoring for Joint Commission and VA directive compliance as it pertains to directives, and code references; tracks and files the noted records and conducts periodic reviews of said records for compliance and accuracy.
  • Ensures work is appropriately coordinated with other services to eliminate inconvenient interruptions and equipment downtime, in accordance with Engineering Guidelines.
  • Responsible for supervising other workers, demonstrating proper operations and work methods; recommend promotion or reassignment of subordinate employees, makes formal appraisals of their work performance, and determines training needs for all levels of subordinate employees and workers.
  • Coordinate with VISN personnel to ensure compliance with Green Management Systems (GEMS) and other Environment of Care (EOC) requirements as it pertains to the Central Energy Plant.
  • May serve in the role of watch standing when staffing shortages occur.

Work Schedule: Sunday-Saturday 8:00am-4:00pm, 4:00pm-12:00am, 12:00am-8:00am, Rotating Shifts, subject to change based on the needs of the facility.

Physical Requirements/Working Conditions: May be exposed to a full array of weather conditions; subject to danger of falling when working from ladders or hydraulic lifts; exposed to dust/dirt while mixing mortar and handling materials. Work is performed in all areas of the hospital environment, inside and outside. Work is often dirty, dusty and greasy. The incumbent is subjected to such hazardous conditions as injury from power driven tools, falling from scaffolds and ladders, temperature extremes, noise, and bad weather conditions. He/she is frequently exposed to the possibilities of cuts, bruises, scratches, broken bones, and burns. The incumbent is subject to asbestos exposure and chemicals which can cause burns or irritation to the skin. Some duties may require incumbent to wear protective equipment and clothing that is heavy and uncomfortable.
