Duties

As a Utility Systems Repairer Operator Leader, you will

  • Lead a crew of semi-skilled and skilled workers in water and wastewater treatment plant operations.
  • Operate the water systems and is responsible for proper operation, monitoring, and maintenance of water treatment facilities, storage and distribution systems which provide between 500 and 50,000 gallons per day for public and domestic use.
  • Operate Wastewater Treatment systems and is responsible for the efficient operation, maintenance, repairs, and monitoring of an Activated Sludge / Extended Aeration Treatment plant with state-of-the-art treatment processes.
  • Keep supervisor informed concerning all aspects of quality and regulatory compliance of water or wastewater systems, condition of plants and equipment, infiltration or intentional contamination of the domestic water supply.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work overtime and/or weekend shifts.
  • Must obtain/maintain a government charge card with travel and/or purchase authority.
  • You must possess and maintain a current California Water Treatment Operators Certificate Grade 2 and California Water Distribution Certificate Grade 2.
  • You must possess and maintain a current California Wastewater Treatment Operators Certificate Grade 2.
As a condition of employment for accepting this position, you will be required to serve a 1 year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This Probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

Qualifications

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

Upon completion of your Probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

There is no substitution of education for experience for Wage Grade (WG) positions.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Work is performed in work areas that require incumbent to stand, stoop, bend and work in tiring uncomfortable positions. He/she occasionally lifts and carries supplies, materials and equipment that weigh up to 50 pounds. May occasionally handle items with assistance that weigh over 50 pounds. Light to moderate physical effort is required in turning valves and controls and to frequently lift and carry items weighing up to 40 lbs and occasionally with assistance up to 75 lbs. May work from ladders, platforms, scaffolds and perform work or repairs in hard to reach places and positions. Requires standing, stooping, bending, kneeling and climbing in tiring and uncomfortable positions. Required to operate standard hand and power tools

Working Conditions:

Incumbent works outdoors during the majority of their tour of duty primarily during daylight hours, however may work night hours during inclement weather or for emergency response. Temperatures range from -10 degrees F to over 100 degrees F. Summer conditions could include dirt, dust, noise, and potential hazards in the form of poisonous plants, insects, wild animals and snakes. Winter conditions include rain, snow, ice, and windblown whiteout/blizzard. Duties are performed at elevations ranging up to 8,000 feet. Operation of vehicles is made on curving narrow mountainous roads and occasionally off road terrain.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
