Summary

About the Position: The incumbent of this position will serve as a Victim Advocate (SHARP) (SAR WF) for Army Brigades, providing guidance on program policies and objectives. Providing comprehensive assistance and liaison to victims of sexual assault and sexual harassment. Providing advocacy and educational services to service members, family members, and DoD civilians. Providing advocacy services for contractors in deployed environment.

Duties

  • Provides professional and comprehensive advocacy services to individuals exhibiting a wide variety of issues related to being a complainant, victim or survivor of sexual harassment or sexual assault.
  • Conducts assessments with clients to determine required needs and evaluates safety and levels of risk.
  • Maintains contact with clients through follow-up support for ongoing needs related to coping with harassment and assault incident(s).
  • Conducts safety planning and initiates the notification process with agencies such as law enforcement, safe shelters, and command to ensure safety and well-being for the victim, affected Family members and the community.
  • Recognizes symptoms of emotional distress or social disorganization that require immediate additional professional intervention and refers cases to appropriate professional medical and/or social services staff.
  • Informs individuals of reporting options, their rights and responsibilities, as a victim.
  • Ensures continuity of advocacy support activities in both garrison and deployed environments.
  • Serves on the Sexual Assault Review Board (SARB) and may serve on community boards and committees representing the SHARP Program.
  • Assists the SARC in conducting SHARP-related community activities, participates in program media events.
  • Contact Unit Commanders to seek support with addressing the needs of victims and their families; maintain close relationships with military, state, and local agencies (i.e. attorneys, Rape Crisis Centers, Army Substance Abuse Program, and Chaplains).
  • Accompanies victims at their request with medical treatment for injuries, safe shelter, protective orders, court hearings, appointments, educational services, transportation, financial services, and follow-up assistance.
  • Ensures victims of sexual assault/harassment receive guidance and emotional support during administrative, medical, investigative, and legal procedures to include processes involved (i.e. data collected, reported, and maintained on cases).
  • Obtains safe and confidential assistance, safety planning, protective orders, review of prevention, identification, reporting, investigations and assessments, intervention, and treatment services for victims of sexual harassment and sexual assault.

  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

  • The duties of this position may require you to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
  • In accordance with DoDI 6493.03, must obtain and maintain the DoD Sexual Assault Advocate Certification Program (D-SAACP) within six months of employment.
  • SHARP positions must complete all required training, obtain certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
  • The duties of this position require background checks to be conducted against all records as required by law, OPM, DoD, and Army policy and regulation.
  • Background checks will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. You will be evaluated on the basis of your level of competency in the following areas:

Basic Requirement:

Bachelor's Degree (Or Higher): In behavioral or social science; or related disciplines appropriate to the position. (You must submit a copy of your transcripts).

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (You must submit a copy of your transcripts).

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal Service which includes the following tasks: 1. Providing guidance on program policies and objectives; 2. Provide comprehensive assistance and liaison to victims of sexual assault and sexual harassment; AND 3. Provide advocacy and educational services to service members, family members, and DoD civilians to include contractors in deployed environments.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: behavioral or social sciences. (You must submit a copy of your transcripts).

OR

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You must submit a copy of your transcripts).

You will be evaluated on the basis of your level of competency in the following areas:


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Special Note for Military Members - MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS to CONUS and two years or more have passed, your time served in the OCONUS area will be reset upon accepting this assignment.

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
