Summary

As a Vertical Transportation Specialist, you will provide guidance and oversight to all regional property and project managers regarding the Vertical Transportation (VT) program.

Location of position: 26 Federal Plaza New York, NY 10278 Public Building Services, Region 2- Northeast and Caribbean Region, Facilities Management Division, Building Operations Programs Branch (2PMB)

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • Evaluates regional inventory of elevators and escalators and makes recommendations to correct malfunctions, improve safety, and overall reliability.
  • Participates in asset business planning for funding of Vertical Transportation (VT) projects to establish priorities.
  • Ensures the region has an accurate and complete VT inspection program.
  • Performs American Society of Mechanical Engineers- ASME A17.1 QEI-1 certified inspections.
  • Reviews and approves third-party maintenance and/or equipment condition surveys.
  • Evaluates the accuracy of service being provided by VT maintenance vendors to make recommendations as needed.
  • Partners with regional stakeholders to review quality of work such as maintenance services, repairs, and modernizations.
  • Performs reviews of specifications and drawings related to VT projects to create estimates and/or assist regional stakeholders when performing evaluations.

The GS-13 salary range starts at $124,189 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service performing the All of the following duties;

1) Evaluating elevators, escalators and other Vertical Transportation Equipment to verify compliance with safety, maintenance, and code requirements;

2) Conveying maintenance, construction, code, and contract deficiencies to managers, mechanics and contractors; and 

3) Providing technical advice and developing specifications and/or estimates for the design and construction of elevators in new buildings, as well as for repair, alteration, modernization projects on existing facilities.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

Technical Competence:                                                                                                                 

  • Knowledge of Vertical Transportation Systems including their construction, functions, repair, and service practices relative to the safe and efficient operation of vertical transportation systems, specifically electrical circuits, control mechanisms and motors.
  • Ability to make judgments based on applicable laws, regulations, policies, and codes – often under time constraints - with little or no supervision.
  • Ability to communicate effectively both verbally and in writing to provide expert technical advice to a variety of internal and external teams and provide, develop, or revise current policies.

Compliance:

  • Ability to and maintain a QEI-1 certification by an organization accredited by ASME in accordance with the requirements of the ANSI/ASME Code, and to review and approve VT designs and ensure scopes of work follow applicable codes and regulations. (Note: Certification is desired and will be placed on the job analysis.)
  • Ability to analyze a diverse range of technical and program data and interpret contract specifications, blueprints, and drawings for use in developing system maintenance and repair cost estimates.

Partnership:

  • Extensive knowledge of VT systems, electrical circuits, control mechanisms and motors to advise on operational problems, and to advise or instruct contract personnel in the execution of duties or amended processes.

Project Management:

  • Knowledge of the techniques, processes, and procedures for planning, managing and/or acting as the Subject Matter Expert (SME) on VT projects. Partners with regional stakeholders to develop a long term maintenance and replacement strategy.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
