Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Victim Advocate (SHARP) (SAR WF):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants must have completed at least two years of progressive level graduate education. To compute your combinations of education and experience, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the the fist two years (beyond 36 semester hours) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts with your application package.)
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to 4 year degree with a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience requirements listed below:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Providing professional advocacy services to victims or survivors of sexual assault and sexual harassment; conducting assessments with clients to evaluate needs and risks; recognizing the need for professional intervention and referring to appropriate services; maintaining partnerships in the community, and conducting training/seminars on sexual assault/sexual harassment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).

Substitution of Education for Experience: Successful completion of a PhD or doctoral graduate degree or 3 full years of progressively higher level graduate education leading to such degree in Counseling, Psychology, or Social Work.
OR
Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GG-11 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at that grade level.
