To qualify at the GS-09 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the
GS-07 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below:
- Providing resource referral counseling to crime victims, their families, and/or witnesses;
- Assisting crime victims in obtaining victim assistance funding and/or services needed;
- Supporting outreach and/or collaboration efforts with law enforcement, investigative victim specialists, community organizations or social service agencies;
- Gathering and/or presenting information related to victim assistance programs or policies.
OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-07is required to meet the time-in-grade requirements for the
GS-09 level.
