Summary

This position is assigned to the Fleet Readiness Division (N92); Fleet and Family Readiness (N9) Commander, Navy Installations Command (CNIC); Washington Navy Yard, DC. The incumbent provides oversight and execution of the Virtual Single Sailor Program (VSSP) to enhance quality of life, procedures and functional systems for effective deployment of information, services, programming, equipment and facilities to meet the online leisure, recreational interests and purists of single sailor patrons.

Program Management duties include but are not limited to:

  • Serves as the administrative and technical expert/advisor to Fleet Readiness Programs in VSSP and virtual arena matters pertaining to single sailor and recreation program administration, fund management, procurement, and promotional and marketing guidelines.
  • Acts as an authority on the implementation of virtual based MWR recreation and Single Sailor Liberty operating policies, procedures and the interpretation of higher-level program instructions and operating guidelines. Researches and recommends updates to policy and regulations, and authorizes procedural and operational changes for Navy virtual recreation programs.
  • Develops programming that increases knowledge, develops skills and develops sailors' capacities to partake in recreational activities.
  • Develops VSSP policies, procedures and functional systems for effective deployment of information, services, programming, equipment and facilities to meet the online leisure, recreational interests and purists of single sailor patrons.
  • Develops and implements programming, services, and activities to include but not limited to online and streamed entertainment, programmed virtual events and activities that appeal to a wide-range of sailors while equitably supporting a healthy lifestyle, social engagement, hobbies, and similar interests to support a resilient military community.
  • Analyzes, evaluates and advises management on the effective delivery of virtual and online programs and/or the efficiency of program management and operations for of the VSSP.
  • Represents N92 leadership at meetings, briefings, conferences and/or other official gatherings.
  • Drafts replies to, or endorsements on correspondence pertaining to program operations, to include Congressional inquiries or correspondence to higher levels within DoD, government agencies, civilian groups, and to Echelon II commands and installation commanding officers.
  • Recommends policy and regulations, and authorizes procedural and operational changes for virtual single sailor and recreation programs.
  • Conducts reviews of N92 virtual recreation program areas and resources with respect to overall N92 goals, objectives and financial performance. Analysis is based on research, review of findings, management reports, financial evaluations, service and private sector comparisons, and interpretation of related subject matter including facilities, equipment, funds management, sources of supply, personnel standards, training, instructions, and standard operating procedures.
  • Provides input/assistance in the annual N92 budget development and monitors the execution of the annual budget.
  • Assists with the development of marketing plan for VSSP initiatives. Provides input for MWR VSSP promotional materials and publications, including newsletters, industry journals and electronic outlets.
  • Assists with the development of requirements for Web/Mobile system; coordinates with development contractor on content and digital application updates, and mobile applications and updates of the VSSP; and provides suggestions for implementation of new methods, strategies and ways of communicating with Single Sailor customers.
Administrative Management duties include but are not limited to:
  • Serves as coordinator to facilitate support for the technical direction and guidance, and assessment of compliance with applicable DoD and Navy instructions and policies relating to VSSP and virtual N92 Programs
  • Develops recommendations for improving the marketing strategy based on analysis of feedback from affected or interested audiences pertaining to virtual programs.
  • Liaisons with other offices of the DON, DoD and other Services, for the purpose of securing and/or providing information regarding Fleet Readiness program policies and proposed actions.
  • Provides administrative and technical guidance to Navy leadership, Regional Commands, and field activities using statistical data and reports to support recommendations to correct deficiencies and improve performance of N92 VSSP.
  • Identifies analytics and user experience measurement mechanisms and metrics, and creates methods of reporting and tracking in order to analyze the effectiveness of N92 digital marketing efforts.
  • Develops and provides Navy-wide training and instructional opportunities for the delivery of VSSP.
  • Prepares and presents VSSP briefings, orally and in writing, to personnel at all levels of command including Commanding Officers and higher echelons. Briefings are prepared from findings of operational reviews and experience.

Qualifications

A qualified candidate must possess the following:
  • At least five years of specialized experience administering and managing recreational programs that enhance quality of life for Active-Duty Military or similar private sector communities.
A qualified candidate must also possess the following:
  • Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes in order to provide oversight and analysis of major program(s).
  • Comprehensive knowledge of CNIC's programs and policies in order to provide advice, options, and recommendations to senior management on program business and policy development; to effectively better serve the program's needs; and to adjust to program fluctuations in priorities and funding
  • Mastery in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations.
  • Knowledge of the goals, principles and techniques in the administration, management and financial practices of N92 program operations in military and private sector settings.
  • Knowledge and skill to support sound management and business principles, concepts and techniques.
  • Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures.
  • Knowledge of non-appropriated (NAF) and appropriated (APF) financial management to include budgeting, cost and profitability analysis, internal controls, inventory management, procurement, and facility management.
  • Knowledge of current industry trends related to but not limited to Electronic Sports (Esports) Gaming, virtual platforms and engagement areas, and virtual recreation events and programming.
  • Knowledge of website/mobile solutions best practices and emerging trends/technologies.
  • Skill in developing and implementing marketing strategies and campaigns to increase awareness and acceptance of N92 virtual programs and services.
  • Skill/creativity in designing and implementing virtual recreation activities in a diverse military work environment.
  • Skills in prioritization of effort, interpersonal communications (written and oral), customer relations and conflict resolution.
  • Skill in the use of computer software commonly used in the workplace.
  • Skill in demonstrating the practical application of consumer-oriented principles of effective customer service.
  • Ability to direct program implementation in a complex Quality of Life (QOL) management environment involving inter-command, cross claimant and military/civilian relations.
  • Ability to exhibit innovation and high degree of perception to identify and recommend management improvements that have the potential to improve all of the Navy commands.
  • Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs.
  • Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
  • Ability to analyze and determine program effectiveness across multiple systems and reporting tools, and guide development of relevant metrics in the evaluation of MWR programs.
  • Ability to communicate and negotiate with diverse groups such as patrons, corporate executives, vendors, employees, command officials and higher authority.
  • Ability to communicate effectively both orally and in writing and be able to make presentations to effectively represent the organization on pertinent issues.

Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay.
