Summary

This position is located within the Navy Region Mid-Atlantic Fleet and Family Readiness (FFR) Support Services (N94) Commercial Activities Program. The purpose of this position is to design and maintain FFR digital media for all sites assigned to the Mid-Atlantic region.

Duties

Develops, designs, revises and maintains the content FFR electronic media to include web technology (internet presence and associated links), mobile content development, interactive media solutions, motion graphics and animation, video production. Determines management needs and requirements for digital media and creates content or adapts existing content to a web-friendly format while maintaining the logical structure of the content. Develops a steady stream of new information in the form of text and/or graphics.

Ensures all electronic media is in compliance with Navy regulations, CNIC instructions and departmental priorities and objectives. Researches and reviews associated technology and social media that might be considered complimentary to MWR programs (i.e. Facebook, Twitter, Instagram, etc.). Coordinates with site liaisons to develop and identify items of interest. Determines placement and timeliness of information submitted including special events, facility renovations, activities and programs.

Creates, develops and implements a marketing plan and timeline for all digital media. Accountable for fine-tuning and updating information based on feedback from users and regional staff. Responsible for typing, importing and editing all text and graphics placed on the internet.

Coordinates with Information Technology (IT) staff to address and resolve technical problems, discuss new technology and resources, and maintain sufficient server space and requirements. Liaise with website users, Information Technology staff, and other agencies as required or necessary.

Responsible for complying with standards, operating procedures and objectives relative to the operation of the electronic media program. Designs artwork in the form of flyers for various programs and services. Performs other related duties as assigned.

  • This position generally works during regular working hours, however, may be subject to an irregular schedule, including nights, weekends and/or holidays in support of the activities serviced.
  • As a ITII position, employment is conditional on the successful completion of a National Agency Check and passing a SF-86 Eligibility for Secret Clearance upon hire and periodically thereafter.
  • Must be able to sit or stand for extended periods of time, dexterity of hands and fingers to operate a computer keyboard and other office equipment.
  • Must be able to carry items up to 45 lbs. unassisted, and higher weights with assistance while performing certain troubleshooting tasks.

The position requires knowledge of a variety of methods, techniques, and materials used in the design, production, and reproduction of visual products to plan the technical details of, or produce, aesthetically composed visual products in a timely manner.

Must possess documented experience in the following areas: knowledge of current digital media software applications and tools to include Adobe Suite featuring PremierePro, Dreamweaver, Photoshop, and InDesign; FTL/HTTP/HTML concepts and technologies; troubleshooting strategies for PC platforms and various internet browsers and versions; accepted design concepts, graphic user interface and standards; project management methods and models, file size and image compression issues, graphic creation and manipulation tools, applications for web programming languages and technologies.

Must have the ability to create, design and implement user-friendly and creative digital media, forms and surveys of professional quality graphics for use on regional website(s).

Must be able to establish, plan and organize work, meet schedules and timelines, maintain records and prepare reports.

Must be able to analyze situations accurately and adopt an effective course of action, work independently with little direction and possess excellent verbal and written communication skills.

Must be able to appraise various program elements, evaluate and recommend improvements to best achieve goals.

Must possess the ability to adjust work operations to meet urgent or changing situations.

Skill in producing written information so that an intended audience(s) with different levels of understanding; with various points of view; with varying comprehension levels or indifference to material presented, understands the material.

Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations.

Education

A bachelor's degree from an accredited university in multimedia and graphics, information systems or related field PLUS TWO YEARS recent experience with client/server, database or web development tools is required.

OR

May be substituted by the an equivalent combination of directly related education, training, AND THREE YEARS recent experience that demonstrates skill in applying client/server, database or web development tools.
