THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a WEAPON SYSTEMS SPECIALIST (INSTRUCTOR) (Title32), Position Description Number D2198000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard.

This position is open to current members of the Oklahoma Air National Guard assigned to the 137th Wing within the military grades of O-1 through O-5.

Duties

This position is located in an Air National Guard Wing, Operations Group, Special Operations Squadron. This is an Air National Guard dual status technician position requiring military membership, compatible military skill assignment and classification. The primary purpose of this position is to perform Weapon Systems Specialist (Instructor) duties, under the organizational title of Instructor Combat Systems Operator (ICSO) and navigator duties. The position provides a full range of instruction to student CSOs, student pilots, qualified CSOs, qualified pilots, aircraft commander upgrade pilots, instructor upgrade CSOs, instructor upgrade pilots, flight examiners, and Foreign Nationals (FN) in unit-type equipped aircraft.

MAJOR DUTIES:
Special Operation ICSO
a. Manages all Special Operations Schoolhouse training scenarios that require extensive coordination between Mission Rehearsal Team (MRT) ground party, Tactical Operations Center (TOC) support, other airborne assets, and the Special Operations crew.
b. Performs ICSO and navigator duties and provides a full range of ground and airborne flight instruction to active-duty Air Force, joint service members, foreign nationals, and contractor personnel. Training involves formal classroom, briefing, debriefing instruction, and actual flight instruction of pilots and CSOs. Tasks include wartime and peacetime day, night, and night vision assisted missions.
c. Instructs, evaluates or performs combat tactics, sensor employment, operational procedures of special operations forces, computer architecture and networking, computer software applications, data links, cryptological operations, C2 operations, multiple communications devices, air stack operations, coalition aircraft capabilities, and pilot/CSO cockpit-specific switches/checklists.
d. Instructs CSOs in mission systems that are uniquely accessible to the CSOs, and all other crew members in maximizing optimal deployment of the aircraft and sensitive mission critical systems. Describes, in an unclassified manner, the "instruction" and evaluations of complex systems, tasks, procedures, and equipment relevant to this duty.

2. MRT Ground Party Safety
a. Constructs, presents, evaluates, briefs, executes and monitors complex friendly and hostile forces training scenarios to ensure dynamic team interaction and maximize safety of the MRT ground party.
b. Directs the safe execution of the ground team via multiple secure radios while also instructing the student CSOs and pilots; and tasking/assigning/simulating other air assets in the Restricted Operation Zone.

3. Monitors And Evaluates Student Progress, Performance and Flight Safety Instills flight safety in all aspects of instruction with frequent checks on student performance and course objectives. Tailors teaching approaches and techniques to support students' needs. Observes student classroom activities and participation. Evaluates student performance in achieving objectives, discusses performance levels with each student, and counsel's individuals on their attainment of specified standards or to identify and resolve problems. Administers measurement devices, provides feedback, recommends special study options for students when needed, and identifies outstanding performance for special recognition.

4. Mission Commander
May serve as mission commander when assigned aircraft are participating in deployment, redeployment, or employment operations during exercises, contingencies, joint training, unilateral tactical training, and other fighter/bomber/drone operations specified in implementing directives. May also command from a ground location such as a Command Post or Operations Center. Takes action to ensure successful mission accomplishments. May serve as the airborne commander of formation flights during operations and makes decisions to successfully complete mission assignments. While serving as the mission commander on local missions and on unilateral training, joint training, aerial reviews, and other missions involving multiple aircraft, may perform primary crewmember duties, for example, navigator duties.

5. Flight CSO - Flying Missions
Navigates currently assigned special operations aircraft on tactical, search and rescue, or weather missions
over land and sea. Performs in-flight navigation and mission equipment checks on unit assigned aircraft. Tasks may include wartime and peacetime day, night, and night vision assisted missions executing combat tactics and employment in all types of weather conditions including flight in mountainous terrain, threat systems engagement and avoidance, aerial reconnaissance, forward air control (aircraft), air-to-air and air to- ground combat tactics, Combat Search and Rescue (CSAR), and remote landing sites. Operates mission equipment in accordance with higher headquarters' directives. Determines the most advantageous employment of mission systems in the tactical environment.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position requires military membership, compatible unit and AFSC assignments, and the ability to obtain and maintain a Top-Secret security clearance with access to Sensitive Compartmented Information (SCI).
  • Must have approvals to access Special Access Programs and Special Technical Operations.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on-duty during phased or early release.
  • Must be mission-ready qualified as a Crew Commander in the Counter-Communication System and able to direct an operations crew in providing non-kinetic effects.

Qualifications

Military Grades: O-1 through O-5

GENERAL EXPERIENCE:
Experience which provided a working knowledge of the navigation systems and navigational instruments of the assigned airframe.


SPECIALIZED EXPERIENCE:
Experience, education or training that required obtaining information on type of mission, weather, and intelligence data, and special instructions; experience preparing navigation flight plans; experience that provided a knowledge of proper readings and operations of navigational systems. Validated ability to test and inspect the operation of compasses, navigation systems, or radio and radar equipment; experience utilizing various navigational methods and aids to accomplish flying missions. Experience computing the effect of various factors during flight to establish present course and project balance of course and ability to train, evaluate and certify proficiency and competency of lower graded personnel. Validated completion of
the necessary hours required for applicants' current airframe. (ex. 1000 hours total navigation time which includes 200 hours' time in the C-130).

Must have GS-12 experiences as listed above plus certification as a qualified Navigator Instructor.

Position requires mastery of higher level tactical and technical skills in a rapidly changing environment. The ICSO works directly with multiple organizations and commands to achieve the desired effects and products for the tactical commander. As requirements, tactics, equipment and procedures change, the ICSO must master required skills and develop new training programs and procedures with minimum guidance or
supervision. The incumbent routinely makes decisions and recommendations that may significantly change a MAJCOM's program of record. As resident experts, ICSOs are responsible for developing important training and upgrade programs for new systems with little supervision.

Mastery of planning, briefing, and execution of realistic ground and special operations tactical mission scenarios, applicable to various phases of student training, that represent realistic ground presentations in various areas of responsibilities. Each mission scenario involves a MRT in which the ICSO is directly responsible for its performance and safety while also tasking, assigning, and simulating other air assets in the restricted operating zone. Requires knowledge of air navigation and mission system employment methods appropriate to the flight training mission, and skills to apply this knowledge in planning and performing the mission's navigation.

Must have knowledge of aircraft systems and equipment related to the mission functions and skills to operate systems, cross-check information, and translate data into useful and reliable information for the pilots or assigned users. Knowledge of basic aerodynamics and the effect of various forces and conditions on flight operations, and skills in considering these factors in planning missions and during flights. Knowledge of instructional methods along with knowledge of the assigned missions' navigational and tactical requirements. Skills in using this knowledge in CSO ground training and CSO in-flight instruction. Knowledge of instrument flight procedures, air traffic procedures, airway routes and structures, oceanic routes; and, skilled in the use of navigational aids which are applied to plan flight routes and monitor the progress of flights. Maintains knowledge of the weather effects and atmospheric conditions on flights and mission operations. Have required skills to account for various mission planning factors and in making compensations for weather conditions during flights. Knowledge of techniques and data sources for fuel planning, determining fuel requirements, monitoring flight consumptions, and analyzing performance. Knowledge and skill on how to deliver ground and airborne training instructions to guardsmen and active duty.
