Duties

  • Provides authoritative advice in formulation, establishing and implementing DOI policies and programs.
  • Establishes allocation priorities for all firefighting resources.
  • Directs the mobilization, reassignment, and demobilization of these resources as deemed necessary due to dynamic and changing fire conditions and incident priorities.
  • Represents the Department of the Interior agencies in coordinating the movement of federal and cooperator firefighting resources throughout the nation and potentially internationally.
  • Represents the Department of Interior (DOI), on a multi-agency operations group or task committee as part of the FIRESCOPE program.
  • Evaluates daily fire situation within the geographical area, and adjacent geographical areas, and keeps federal and state fire managers currently apprised of potential or anticipated fire complexities.
  • The incumbent monitors national and state preparedness levels as a member of the MACS (multi-agency coordination group).
  • Participates in general management program and activity reviews to determine conformance with established policies, programs and procedures with special emphasis on fire/prescribed fire qualifications, safety and logistics coordination.
  • Provides staff expertise and assistance to the BLM District/Field Office, on Fire Management Activity Planning (FMAP), and Prescribed Fire Planning.
  • Ensures safety in all movements of personnel, equipment and aircraft being conducted in terms of meeting time frames of requests for incident support.
  • Aviation safety is a consideration in any activity, which is using aviation resources.
  • Reviews large fire activities for safe and responsible practices, which often include extensive coordination with local government, state, federal, and military aviation operations.
  • Prepares budget recommendations and estimates within predetermined levels and submits to the BLM State Fire and Aviation Management Officer.
  • Negotiates, implements, and follows through on financial commitments for the DOI under “Cost Share Agreements.
  • Assists with managing all coordination center activities to include operations, logistics, and predictive services to analyze current local, regional, and national activity.
  • In the absence of the GACC Manager, coordinates operations within a geographic area.

Qualifications

This is an administrative position in an organization having a firefighting mission and is in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE.

For the GS-11 grade level: You must possess one (1) full year of specialized experience at or equivalent to the GS-10 level that is equivalent in difficulty and complexity as indicated by the following examples: Assisting with the implementation of an integrated fire management program that includes fire management planning relating to fire suppression, detection, and prevention that achieves resource management objectives. Assisting leadership with dispatching of personnel, aircraft, and equipment relating to wildland fire emergencies.

For the GS-12 grade level: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Serves as the delegated GACC Duty Chief implementing short- and long-range fire management planning, program direction and coordination, and evaluation of a fire program. Developing and implementing an integrated fire management program that achieves resource management objectives. Providing leadership, coordination, and direction of a fire program including the administration of fire suppression, detection, and prevention programs, dispatching personnel, aircraft, equipment and supplies for wildland fire, emergency, or all-hazard incidents relating to an interagency environment. and other communication services, fuels/vegetation management, aviation management, mitigation and trespass, as well as integrating other related natural resources plans and activities in an interagency environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is primarily sedentary; however, some physical exertion on fire line site visit assignments is required. Walking on rough, uneven terrain, long periods of standing, and exposure to extreme heat, smoke, and temperatures is required.

Work Environment: Work is normally performed in an office setting. During the wildland fire season, field work may involve high risk exposure to potentially dangerous situating or stress; work environment involves occasional exposure to moderate risks and discomforts which usually require protective equipment to be worn. A range of safety and other precautions are required. Exposure to risks such as wildfire, heat, smoke, falling rocks and trees, etc., are a part of the job during wildland fire season. Work may require flying in small fixed-wing and rotary-wing aircraft. Incumbent will adhere to all safety rules and regulating as prescribed in manuals/supplements or by the designated Safety Officer.
