Summary

This position is located with the FWS, Region Headquarters, Assistant Director, National Wildlife Refuge System, Branch of Fire Management, located at the National Interagency Fire Center (NIFC)/Prescribed Fire Training Center (PFTC). This is a remote position.

We expect to fill 1 position at this time; however, additional positions may be filled from this announcement if they become available.

Duties

  • Coordinate with jurisdictional authorities for the purpose of training students in all aspects of prescribed fire.
  • Work as a member of an inter-agency team to develop, plan, and implement immersive training for Fire Leadership Modules and Agency Administrator Workshops.
  • Support Fire Leadership Modules and Agency Administrator Workshops in the field with logistical and operational assistance.
  • Develop and maintain professional partnerships with jurisdictional authorities and other entities throughout the nation.
  • Serves as a member of an interdisciplinary team planning, developing, and implementing land management plans, fire management plans, compliance documents and agreements
  • Identifies, evaluates and provides training needs for other prescribed fire and fuels management programs supporting staff.
  • Conducts field reconnaissance of prescribed fire/fuels treatment units, analyzes, evaluates, and summarizes field findings and makes recommendations on appropriate prescriptive criteria for meeting program objectives.
  • Plans and administers the technical and administrative aspects of the prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation comply with applicable standards, regulations, policies, and guidelines.
  • Advises and provides technical guidance to fire management staff on strategies for addressing unique fuels and fire management problems.
  • Directs all aspects of the fuels management program including planning, implementation, coordination, and evaluation.
  • Evaluates individual fuels treatments as well as the effectiveness of the overall fuels management program and makes program changes based on evaluation findings.
  • Serves as a key member of an interdisciplinary team (forestry, wildlife biology, range management, etc) exercising seasonal knowledge in developing and implementing land management plans, fire management plans, compliance documents, and agreements.

For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service. Qualifying specialized experience is - working with the theories, principles, and methodology of fire ecology, fire behavior, fire hazard and risk analysis, fuel volume and flammability assessment, fire suppression techniques, meteorology, aircraft and equipment operation characteristics; developing and implementing a fire management and
prescribed burn program; and applying knowledge of fire management policy and administrative processes including fire management planning and administration, and budget planning

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
