Summary

The position is within the United States Department of Agriculture (USDA), Animal Plant and Health Inspection Service (APHIS), Wildlife Services (WS). National Program activities are directed towards protecting agriculture, property, natural resources (including rare or special species), and reducing conflicts that jeopardize human health and safety. This position is in the WS Airport Wildlife Hazards Program (AWHP).

Duties

  • The duties may include, but are not limited to:
  • Serves as the AWHP staff wildlife biologist to interface with external cooperators, stakeholders, and other entities.
  • Provides input and oversight to proposals, reports, publications, data, and analysis.
  • Works closely with personnel both internal and external to provide updates and information pertaining to accomplishments and newly emerging issues.
  • Serves on projects as assigned and provides technical advice and support in close coordination with the WS AWHP National Program Manager/Coordinator.
  • Liaises with commodity groups and scientific community regarding WS Program issues.
  • Serves on scientific advisory panels and boards, and at the request of the Program Manager/Coordinator, representing the Program on various assignments.
  • Assists the Program Manager/Coordinator in administering interagency and/ or cooperative agreements and budget processes that involve APHIS budget personnel.
  • Makes clear and convincing oral presentations to individuals or groups.
  • Works closely with WS Operational Support Staff (OSS) in developing analytical and narrative responses upon request for congressional inquiries regarding the WS National Programs.

  • The incumbent must be a Qualified Airport Wildlife Biologist per existing Federal Aviation Administration requirements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

Degree: Biological science that included:
  • At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
  • At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
  • At least 9 semester hours in botany or the related plant sciences.
OR
Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education.

SELECTIVE PLACEMENT FACTOR:
The following Selective Placement Factor (SPF) requirement is being used to determine whether an applicant fully qualifies for this position: The incumbent must be a Qualified Airport Wildlife Biologist per existing Federal Aviation Administration (FAA) requirements. Evidence of this experience must be documented in your resume. Applicants who fail to meet this requirement and/or address the SPF may lose further consideration.
  • This standard is met per FAA:
    • Per FAA.gov Advisory Circular 150-5200-36B, FAA.gov Advisory Circular 150-5200-36B in order to meet the requirements of §139.337(c) and f(7), a wildlife damage management biologist (from now on referred to as a "qualified airport wildlife biologist") must:
      • 1. Have taken and passed an airport wildlife hazard management training course acceptable to the FAA Administrator (Appendix C) and,
      • 2. While working under the direct supervision of a qualified airport wildlife biologist:
        • a. Have conducted at least one Wildlife Hazard Assessment (WHA) acceptable to the FAA Administrator (as described in Section 139.337) or,
        • b. Conducted at least one year of continual wildlife hazard monitoring at a certificated airport using FAA-approved methodology (FAA AC 150/5200-38, Ch. 4).
In addition to meeting the basic entry qualification requirements and the Selective Placement Factor, applicants must have specialized experience and/or directly related education in the amounts shown below.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Have worked (influencing, compromising, etc.) with various representatives from external groups, such as private industry, universities, local/state/fed gov agencies to make decisions/resolve problems concerning wildlife damage.
  • Demonstrated verbal and written scientific communication skills such as briefings, presentations, and professional papers to successfully implement program goals and objectives concerning wildlife damage.
  • Proficient with spatial mapping software (i.e., ESRI ArcGIS) to collect, edit, analyze, and map airport wildlife hazard management and/or monitoring data.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in one of the following degree fields: Wildlife Biology, Wildlife Ecology, or Wildlife Management.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

  • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.
