This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The position is located at the Maneuver Center of Excellence (MCoE), Directorate of Public Works, Fort Moore, GA 31905

Duties

  • Perform ecosystem and threatened / endangered species monitoring requirements.
  • Implement wildlife management to include prescribed burning, vegetation management, nuisance wildlife control, and game and fish management applications.
  • Direct the efforts of a team with diverse backgrounds and experience levels in completing wildlife and endangered species management.
  • Provide professional expertise required to operationally plan, manage, and execute the endangered species, fish and wildlife program on approximately 150,000 acres of the Installation.
  • Adjust to changing environmental conditions and military training effects on the landscape to successfully achieve critical mission requirements for endangered species management.
  • Collect data and samples for analysis and conduct statistical analysis and evaluation of data and prepares reports.
  • Apply wildlife management techniques to properly manage a diverse ecosystem.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Subject to call 24 hours a day, seven days a week in case of emergency to suppress forest fires.
  • Subject to weekend shift assignments.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Incumbent must maintain Class B Commercial Driver's License or be able to obtain one within eight months of hire date.
  • This position has a requirement to lift up to 50 lbs.

Basic Requirement for Wildlife Biologist GS-07:

A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences.

OR

B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes assisting in preparing endangered species, National Environmental Policy Act (NEPA), or related natural resource compliance documents; assisting in the development and implementation of habitat management and conservation projects; assisting in conducting surveys related to the biology, behavior and ecosystems of various wildlife; experience assisting with scientific sampling design, data analyses and/or interpretation of results from scientific investigations; and experience writing scientifically technical documents on biological/ecological issues.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Basic Requirement for Wildlife Biologist GS-09:

A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences.

OR

B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes insert examples of specialized experience which includes insert examples of specialized experience performing work related to managing and conserving wildlife resources by planning all aspects of the program and providing technical expertise and advise to other involved in similar work or affected by the effort of this position; the development, production, conservation and utilization of the natural resources of forests and associated lands; inventory, planning, evaluation, and management of resources such as timber, soil, land, water, wildlife and fish habitat, minerals, forage and outdoor recreation; and the evaluation, management and protection of natural resources.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Basic Requirement for Wildlife Biologist:

A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences.

OR

B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes implementing the operations of a natural resources management program; project planning, developing local policies, technical specifications, and standards for timber marking, forest inventory, timber harvest, reforestation, wildfire suppression, prescribed burning and other natural resources management activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: wildlife biology, general biology, zoology, ecology, or another related field.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
