Summary

This position is assigned to Fleet and Family Support Center (FFSC) at Commander Fleet Activities Sasebo, Japan. The primary purpose of this position is to plan, implement, and administer Work & Family Life (WFL) programs and to provide leadership, guidance, consultation, assistance, and coordination for all aspects of Work & Family Life Programs in the FFSC.

Duties

MAJOR DUTIES AND RESPONSIBILITIES
Supervision (40%)

Supervises WFL staff assigned to the WFL unit. Establishes priorities and assigns workload to subordinates. Explains the overall objective of the office and discusses individual performance expectations with each staff member. Assigns work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employee's capabilities, and privileging status. Develops and evaluates subordinate employees' performance standards. Gives subordinate employees' advice, counsel, or instructions on work and administrative matters. Interviews candidates for positions; recommends appointment, promotion or reassignment to unit positions. Listens and resolves employee complaints, refers group grievances or more serious, unresolved complaints to higher-level management. Effects minor disciplinary measures and recommends other action in more serious cases. Identifies subordinate employees developmental and training needs, provides or arranges for needed development and training. Finds ways to improve unit production or increase unit work quality. Communicates and integrates the organization's strategic plan, mission, vision, and values into team strategies, goals, objectives, work plans, and work products and services. Communicates assignments, projects, problems, actionable events, milestones, and/or program issues under review, as well as deadlines and time frames.

Organizes, sets, and monitors workflow of the Work and Family Life Program. Establishes performance standards for subordinates; evaluates staff and conducts supervisory counseling sessions when necessary; conducts performance evaluations of staff. Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Approves and authorizes leave and timecards. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self- development. Initiates classification, reclassification, and recruitment actions, and tracks personnel actions to ensure timely completion. Assures equity in recommending and determining selections, assignments, training and promotions, discipline and awards to employees. Identifies employee benefits, services, and work-related activities. Leads subordinates in assessing strengths and weaknesses and exploring work methods, processes, and procedures. Responsible for identifying, distributing, and balancing workload and tasks among subordinates in accordance with established workflow and individual skills; makes necessary adjustments to meet established priorities and timely accomplishment of tasks. Provides or arranges trainings in methods and techniques of team building and teamwork to accomplish tasks as well as formal and on-the-job training and assistance necessary to carry out functional responsibilities.

Program Manager (60%)
Consults and collaborates with the FFSC Director on policy interpretation and implementation for all WFL programs and services within the area of responsibility ensuring local instructions, standard operating procedures and guidance reflect current directives, instructions, and laws. Reviews directions from higher authority to determine potential impact on the organization. Develops standardized plans, policies, and procedures for the delivery of services. Establishes internal administrative procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures in order to increase the general flow of information and overcome bottleneck in the administrative process. Represents the FFSC at professional conferences and committee meetings in and outside of the region. Supports Emergency Family Assistance (EFA) exercises and real life operations to include supporting the installation Emergency Operations Center (EOC) as required. Networks and coordinates with Navy and civilian human service agencies to stay aware of available services, ensures required services are provided when referrals are made, and provides information and assistance to such agencies when requested.

Assesses needs and provides WFL and education services to leadership, organizations, and populations serviced by the FFSC. Resolves especially complex and difficult types of issues referred by subordinates. Develops and uses self-assessment, community assessment, and various measurement tools to identify trends, organizational needs, and Navy demographics relevant to WFL educational services. Evaluates and interprets data to identify and clarify issues and concerns; recommends appropriate course of action to positively affect Navy family WFL relationships, mission readiness, recruitment and retention.

  • Required to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
  • May require TDY or deployment to other sites to provide services during crisis and disasters as an extension of the FFSC mass care and crisis response program.
  • This position may require the incumbent to work overtime, including weekends or evenings, to meet work requirements.
  • This position requires routine on-site access to government facilities. The incumbent may perform the required tasks at an off-site location for situational telework only

Qualifications

  • At least four (4) years of specialized experience in managing services for Work and Family Life (WFL) or Quality of Life (QOL) programs with the Department of Defense (DoD)
  • knowledge of the Navy organization, mission, lifestyle, language, customs, and culture and skill in applying analytical methods and techniques to evaluate the customer base and identify WFL needs, trends and performance measures to evaluate program effectiveness and provide recommendations for process improvements.
  • knowledge of Family Readiness and its mission and programs and practical knowledge of education and training delivery methods, practices, processes, and techniques to collaborate with staff on implementing QOL and WFL trainings and workshops.
  • knowledge of and skill in applying professional verbal and written communication methods and techniques to network and collaborate with diverse groups, organizations, military services, and civilian agencies; deliver WFL evidencebased training/education to various audiences; compose clear, concise, and effective reports and documents; and establish and maintain professional relationships with management, staff, and personnel at multiple echelons.
  • Skill in conducting client interviews to establish the nature and extent of concerns and issues, to assist with the development of client goals and plans, and to determine appropriate referral services and options to meet client needs.
  • Skill in using various computer software databases, spreadsheet, and word processing programs such as Word, Excel, and PowerPoint to maintain automated files, references, and instructions; distribute information and develop marketing materials.

This position does not have a positive education requirement.

Additional information

This position is located at Naval Base Sasebo. If selected, relocation to the local commuting area (50 miles) is required.
