Summary

The Fleet and Family Support Program (FFSP) is the Navy's primary agency for the delivery of an array of human services intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness. Diverse methods of delivering services include providing information and referral, educational instruction, professional training, and clinical and non-medical counseling. This position is located at NAS Sigonella.

Duties

Duties include but are not limited to:

Serves as a consultant and instructor on a variety of WFL topics and issues (see programs below). Provides informative and tangible advice, assistance, and instruction to address customer concerns, needs and requirements associated with Navy-life (deployment/separation; frequent relocation, transitioning from military to civilian life, etc.).

Gathers data, compiles statistics, reports progress and makes recommendations to the supervisor on program planning, agency coordination and follow-up procedures for use at installation, regional and DoD levels. Evaluates, interprets and acts upon data received through customer interviews, general research provided by other agencies/academia, and community based resources. Implements, monitors, documents and tracks service provisions to evaluate and ensure client satisfaction and effectiveness. Disseminates and collects customer evaluation feedback in accordance with the FFSC Quality Assurance Plan. Provides timely inputting of FFSMIS and other required workload data for all services provided. Ensures appropriate referrals and follow-up for services requested and documents contacts and results.

Works independently and/or with other FFSC staff to provide guidance and training to deliver course curricula and prepare accompanying resource materials. Plans, coordinates, and schedules FFSC workshops, programs, and GMTs. Regularly reviews all new and existing programming IAW with Region and CNIC policies and recommends changes to supervisor. Organizes and implements initiatives such as job fairs and executive career study groups that invite prospective employers to the installation. Provides backup support to all other WFL Specialists, and is cross-trained to provide support in other WFL program areas not specifically assigned to this incumbent.

Responsible for marketing program workshops, events, and activities verbally and in writing via AFN, base newspaper, social media IAW the center's outreach and marketing plan in partnership with the center's administrator responsible for center marketing. Works with N9 functional areas by facilitating joint program events and presentations in N9 recreation, lodging, housing, barracks and other facilities. Collaborates with civilian and military professional resources to gather information and stay abreast of current issues and events. Responsible for the coordination and completion of special project activities including but not limited to CNIC monthly themed events and activities. Serves on various committees and councils to optimize viewpoints related to military life. May serve as command representative for the command representative program and makes contacts with commands in accordance with guidelines established by the FFSC Director.

Serves as a consultant and instructor duties in one or more of the following specialty areas may include but are not limited to:

Transition Assistance: Facilitates and conducts program components related to the separating of military members and/or family members following a full or partial military career.

Career Support (Family Employment) and Volunteer Coordination: Assists Service and family members with career, occupational, volunteer and educational goals by providing services, individually and in groups, to equip customers with career/job search skills, resume' development, and interview techniques to assist in obtaining employment. Uses appropriate career and education interest inventories to help clients identify goals. Develops a plan to recognize personal and vocational needs to assist clients in outlining milestones to achieve their goals. Establishes and maintains continuous relationships with corporate industry personnel, small business agencies, local chambers of commerce, economic development council, state employment services, universities and private employment agencies. Develops a database of job opportunities for customers. Uses professional analytical skills and negotiation techniques to identify job opportunities for customers. Volunteer Coordination is a collaboration of the FFSC individuals seeking volunteer opportunities, and organizations seeking volunteers to enhance their services. The program is conducted in coordination with all FFSC programs and other community agencies. Volunteer Coordination provides volunteers (military ID card holders) with opportunities to learn job skills and advance their career path and expands the ability of the FFSC to deliver services through in-house use of volunteers.

A qualified candidate possesses the following:
  • Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth and development.
  • Knowledge and skill in developing and evaluating needs assessments. Ability to collect, evaluate, and disseminate information; assess and measure organizations' and other serviced populations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans, procedures, and tools to address such issues.
  • Skill in conducting interviews to establish the nature and extent of concerns and issues and provide assistance to develop goals and plans, in order to determine appropriate referral services and options.
  • Skill in preparation of presentations and public speaking in personal- large and small group settings. Effective skill in forming and retaining working relationships with peers and leadership. Skill in using various computer software database, spreadsheet, word processing, and network programs (e.g., as Internet, Microsoft Office Suite, and FFSP databases).
  • Knowledge of the formulation and execution of needs assessment tools. Ability to communicate effectively verbally and in writing to prepare and present findings and recommend solutions, and compose a variety of correspondence, budget justifications/requests, instructions, and other materials.
  • Skill in conducting interviews with management and staff to obtain or exchange information about work objectives, processes, procedures and policies. Skills in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism in interactions with customers, leadership of commands and organizations, partnering agencies, and with program representatives and officials of community organizations

Education

Bachelor's degree or higher: behavioral or social science; or related disciplines appropriate to the position (such as a business-related field).

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Additional information

Relocation Services: Establishes, develops, implements, monitors and coordinates WFL services and activities to include information and referral (I&R) services. Refers customers, as appropriate, for specialized assistance.

Deployment and Individual Augmentee (IA) Support: Conducts deployment support services to include pre- mid- and post- educational briefings. Addresses the specific concerns and needs of service members and their families in coping with extended separation. Provides command consultation and support, information resources and referrals, deployment and mobilization support, ombudsman support, and life skills education. Provides support and training for Family Readiness Groups.

Personal Financial Management: Assists or facilitates resources to assist customers with personal financial planning, money management, developing short-and long term strategies, to include consumer affair issues through a range of seminars, workshops, lectures, articles and internet resources. Provides information on a variety of financial topics such as the military pay system; banking; credit; budget development; financial record keeping; debt; consumer rights and obligations under Federal and State consumer protection laws; local consumer information; car buying; insurance; savings; investments, etc. Oversees the Command Financial Specialist (CFS) program.

Life Skills: Personal and family life education provides educational, enrichment, and prevention services to Service members, couples, and families to help them build and maintain healthy relationships; strengthen interpersonal competencies and problem solving skills; and masker respective roles, tasks, and responsibilities throughout the family life cycle. Services have an educational, supportive, or preventive focus and address topics related to the needs of Service members and military families.

Exceptional Family Member Program (EFMP) Support: Takes action to minimize barriers to the initiation of needed services, supports or other forms of assistance. The Collateral Duty Liaisons (CDL) uses a variety of culturally and geographically appropriate, non-stigmatizing outreach strategies to inform commands, service members and their families, other service providers, and community organizations about the needs of military families with special needs; EFMP services include information and referral, ongoing support and assistance, and how to access community EFMP services.

Ombudsman Support: Provides program guidance and policy clarification. Serves as a resource to commands for ombudsman recognition and appreciation. Serves as an advisor to Ombudsman Assembly. Assists families with referral to command ombudsmen.

Emergency Response and Emergency Case Management: Provides as wide variety of Emergency Family Assistance (EFA) services as appropriate through information, referrals, consultation, counseling, and case management. EFA support is provided through the Emergency Family Assistance Center (EFAC), Initial Contact, Emergency Assistance, and Follow-up. Emergency Response supports the preservation and restoration of military mission capabilities through addressing personal and family needs and optimal restoration of positive individual/family functioning.
