MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience as a project lead delivering organizational results, including monitoring of plans and schedules.

EDUCATION REQUIREMENT: A. Education: A Bachelor's degree from an accredited college or university in Computer Science, Human Resources Management, Industrial-Organizational Psychology, Public Administration, Information Systems, Statistics, Economics, Mathematics, Operations Research, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in analyzing and interpreting qualitative and quantitative data and trends, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in analyzing and interpreting qualitative and quantitative data and trends, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated experience applying critical thinking to analyze data and existing processes and recommending or implementing innovative solutions.
2. Demonstrated experience working in a customer-oriented environment to quickly and effectively respond to requirements or issues.
3. Demonstrated experience in Department of Defense or Intelligence Community Human Capital management policies, processes, and programs such as recruitment and hiring, strategic workforce planning, position and force management, or position classification.
4. Demonstrated experience in data management skills and ability to maneuver within Peoplesoft or similar human capital programs to run queries or reports and created detailed graphics and reports.
5. Demonstrated experience in Financial Management policies, regulations, and processes and providing informed research guidance to customers.
6. Experience working with the services and managing military positions.
