This position's pay level is NF-02/03. At the entry level, the incumbent will perform substantially the same duties and responsibilities in the developmental capacity under closer supervision. The incumbent is required to successfully complete all training requirements, gain specialized experience and be recommended by the supervisor prior to advancement to the target grade level.
INTRODUCTION:
The primary function of the position is to serve as a Youth Sports Coordinator to plan and coordinate the youth sports and fitness program in order to stimulate youth to participate in and experience a variety of ongoing activities that will improve and maintain their physical well-being and promote good lifetime health maintenance skills. The program serves a diverse population of active duty, reserve, and retired military, their family members, civilians, and other authorized customers to include the local national community in and around the installation.
DUTIES AND RESPONSIBILITIES:
Plans, organizes, coordinates and directs a comprehensive youth fitness/sports program including major and minor events, team sports, and competitive events for a moderately large overseas area encompassing seven geographically separate and distinct housing areas island-wide, with a participant population of over 2,500 youth, ages 5-18. Organizes sporting events and complies by-laws relative to the eight different age divisions and five different sporting seasons such as Basketball, Cheerleading, Soccer, Baseball, and Softball. Ensures that programs are properly organized and supported to maintain a high level of patron satisfaction and encourage their long-term participation. Displays positive and professional interactions with customers.
Sorts, separates, and builds youth teams by organizing large quantities of registration forms and processing them to produce highly organized and fun events. Oversees practices and games/tournaments.
Assists in preparation of supporting data for new plans and budget requirement recommendations. Presents and implements written plan(s) to staff members. Prepares required after action reports, season tournaments standings; Sports Official usage reports; and such other occasional reports as required by the Youth Sports Program Supervisor and/or Assistant Youth Sports Director. Attends staff meetings and recommended training programs and conferences as required and/or directed. Participates in professional organizations that work for the improvement of Youth Sports programs.
Recruits, trains and supervises approximately 300-volunteers, critical to the execution of the Youth Sports/Fitness program. Monitors coaches¿ performance and compliance with Marine Youth Activities/Sports and National Youth Sports Coaches Association (NYSCA) policies and guidelines.
Ensures all volunteer coaches are vetted before they begin their volunteer responsibilities.
Collects and prepares legal documents for mandatory criminal background checks on coaches and certifies them under the NYSCA guidelines.
Conducts volunteer coaches' meetings at different housing areas over a course of three days to expand on the rules, regulations, and schedule of events.

Coordinates administrative support provided by the Marine Youth Centers for youth sports/fitness programs. Maintains liaison with other military services, organizations, and local national community to coordinate youth sports program interactions. Assists with promoting friendship activities with the local host country and organizations.
Ensures facilities are properly prepared for use, assists as necessary, and performs minor maintenance as required. Ensures that facilities are designed and prepared according to the specific governing rules of that sport and league. Assists in maintaining sports grounds, such as ball fields and other assigned recreation areas, in proper playing condition.

MILITARY SPOUSE PREFERENCE (MSP) - IAW DoDI 1400.25, Volume 315.
- Applies to positions in grades NF-3 and below, and equivalent Craft & Trades and Child and Youth positions.
- May be exercised once per permanent relocation (PCS), when appointed to a regular full or part time position.
- Per DoDI 1400.25, volume 315, Enclosure 3, para 2.h.1, MSP eligibility terminates upon acceptance or refusal of an offer of a continuing position (part-time or full-time) in the federal service for which the spouse has registered for employment, whether or not preference was applied.
- Applicants hired into flexible positions (0-40 hours per week) or regular position with a time-limited appointment will not lose their spouse preference eligibility until movement or hired into a regular full or part time position.
- The time period for MSP eligibility begins 30 days before the military sponsor¿s reporting date to the new duty station, if accompanied, or at any time thereafter during the tour.
All military and DoD civilian spouses are required to provide a copy of their sponsor¿s orders during the application process.
