Summary

This position is located in a USDA Forest Service Unit.

This position is established at Fire and Aviation Management Forest Service Regional Office to serve as a principal aviation staff specialist under the supervision of the Regional Aviation Officer within the Fire and Aviation Management Staff.

Duties

  • Duties listed are at full performance grade GS-12 level.
  • Inspect, evaluate and monitors zone-wide aviation facilities and operations to ensure that Regional and Departmental regulations and requirements are met.
  • Manage the zone-wide Aviation Training Program to meet Forest Service and Interagency Aviation Training (IAT) requirements and ensure that all employees managing, supervising, or involved in aircraft operations are well trained and fully qualified.
  • Develop, manage, and evaluates the Regional Aviation Program to support natural resource management goals, policies, and objectives.
  • Provide expertise in the operations planning of Forest aviation activities on or near Military Training Routes or within Special Use Airspace.
  • Develop and implement standard aviation operational procedures to ensure adherence to Forest Service, Department and FAA policy.
  • Develop, implement, and updates the Zone Aviation Management Plan.

  • Secondary Coverage: Prior wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).

Qualifications

Specialized Experience Requirement:
For the GS-11 level: You must have one year specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience: Directed and coordinated aviation resources in support of fire suppression, prescribed fire, and resource management. Assisted in oversight of the planning and development of project aviation safety plans and confirms appropriate aviation resources are utilized. Ensured that safety procedures were followed when operating aircraft. Assisted in aviation activities such as: contract management, procurement services, unmanned aircraft systems coordination, training, and safety programs.

OR

I have a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B., coursework is directly related to position being filled. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

I have an appropriate combination of specialized experience and graduate education described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-12 level: You must have one year specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience: Developed, implemented, reviewed, and evaluated individual aviation project and safety plans; Conducted or recommended aviation training; or Coordinated with aviation management on aviation operations, technical guidance, special projects for aviation support personnel, and other aviation related aspects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336 (CSRS) and 8412(d) (FERS). Prior wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
