THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a ADMINISTRATIVE OFFICER (TITLE 32), Position Description Number D1517P01 and is part of the IL 183 WG, National Guard.

Duties
As a ADMINISTRATIVE OFFICER (TITLE 32), GS-0341-12, you will serve as the Executive Officer to the Group Commander; or as the Executive Officer to the ASUS Commander. This includes day-to-day administrative support to the support function. Exercises responsibility for planning, scheduling, and controlling the delivery of a variety of services to support an Air Support Squadron (ASUS) and/or an Air Operations Center (AOC) augmentation unit. Oversees the activities of the Group or ASUS program managers for resources, training, logistics, personnel, and support services. Serves as oversight authority and technical advisor for all group administrative and personnel matters.
Major Duties - This is NOT an all-inclusive list:
- Serve as group resource advisor and Chief Financial Officer for the Group or ASUS; oversee the preparation of budgets estimates and implement financial plans; manage multiple financial and workday accounts; and reconcile account balances to Wing Comptroller financial statements.
- Maintain proficiency with digital and web based data collection systems that support submission of Form 9s and verifies receipt of systems requirements through web based systems upon arrival at the unit.
- Exercise broad oversight over the AOG Training Specialist to ensure accomplishment of overall strategic planning and management of the unit training program.
- Establish and maintain liaison with public officials, civic groups, and other military and civilian agencies.
- Supervise 3 - 6 full-time support personnel (whose technician grades and AGR ranks range up to GS-09 and MSgt, respectively) who serve as functional chiefs of in a variety of support disciplines.
- Administer sound readiness and personnel management programs to ensure personnel in staff, supervisory, and technical positions are highly qualified and motivated.
- Establish work performance standards for subordinate technician positions and other key personnel, and accomplishes annual performance appraisals.
- Counsel subordinates, clarify personnel policies, hear grievances, and resolve work-related problems.
- Develop templates and implement measures to accurately track all unit workday and funds expenditures.
- Accomplish internal staff work that relieves the Commander of all but the most pressing issues relating to Group/ASUS/installation activities.
- Advise the Commander and recommend improvements in the development and application of unit/installation policies and procedures.
- Assist the Commander in resolving day-to-day administrative and management problems related to the operation of the unit/installation.
- Perform a variety of organizational studies resulting in products that enable the Commander to more efficiently manage the unit.
- Oversee the direction and preparation of the deployment training of unit personnel to meet Unit Type Code (UTC) and Mission Capability Statement requirements to support the MAJCOM AOC.
- Serve as Group lead point of contact for preparation and processing of contracts for AOC weapon system sustainment.
- Plan, develop and publish mission support policies and procedures within the established parameters set by higher command echelons.

Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
- The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
- The SECOND area of consideration will be all current Federal Employees.
- The THIRD area of consideration will be all Federal re-employment eligible.
- The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
- The FIFTH area of consideration will U.S. Citizens.
Military Grades: Officer Only; May be a commissioning opportunity - May not exceed the rank of Lieutenant Colonel.
GENERAL EXPERIENCE: MUST possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations.; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-12 Level - MUSTpossess specialized experience which includes at least 12 months experience in the GS-11 Level, education or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; experience developing the mission and work processes of programs throughout the military organization and multi-level agencies; experience in analytical and investigative techniques.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
