This National Guard position is for a AIR OPERATIONS GROUP TRAINING SPECIALIST (TITLE 32), Position Description Number D1931000 and is part of the IL 183 WG, National Guard.

Duties
As a AIR OPERATIONS GROUP TRAINING SPECIALIST (TITLE 32), GS-1702-9, you will serve as the Unit Education and Training Manager and exercise responsibility for providing staff planning and assistance to ensure all required training is achieved.
Major Duties - This is NOT an all-inclusive list:
- Establish policies and procedures to provide a uniform and effective On-the Job Training (OJT) program.
- Monitor the Enlisted Specialty Training (EST) program by establishing policies and procedures to provide a uniform and effective EST program.
- Conduct meetings to familiarize training supervisors with concepts, scope, objectives, methods, and procedures pertinent to EST.
- Instruct management, section supervisors, and trainers on the concepts, scope, and objectives of management training programs.
- Monitor and review all training applications to ensure the proper documentation, justification, and qualifications.
- Identify resources and funding requirements to accomplish required training.
- Maintain liaison with the Field Training Detachment (FTD), Air Education and Training Command (AETC) advisory services, film libraries, and other training device resources and ensure their effective utilization in support of Air Operations Group (AOG) and related training programs.
- As unit Test Control Officer, administer controlled tests for personnel enrolled in mandatory/voluntary Career Development Courses (CDCs) and Professional Military Education (PME) programs.
- Confer with management and key operating personnel to discuss factors pointing to training needs, problems, and the goals of training.
- Review training programs through analysis of reports, CDC results, United States Air Force (USAF), Major Command (MAJCOM) and National Guard Bureau (NGB) directives.
- Schedule and make staff assistance visits to directorates to evaluate local training programs, to determine compliance with current regulations and directives, and to review the accuracy of training documentation.
- Monitor training to ensure the proper use of instructional methods and techniques.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
- The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
- The SECOND area of consideration will be all current Federal Employees.
- The THIRD area of consideration will be all Federal re-employment eligible.
- The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
- The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted Only
GENERAL EXPERIENCE: - All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. MUST possess education and validated understanding of the basic principles and concepts of the occupational series and grade; and experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience for the GS-09 Level, which includes 12 months experience equivalent to the GS-07; experience that demonstrates the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position; knowledge of Air Force vision, values, organization, policy, and mission is mandatory; knowledge in training centers, training programs, schools, and units for these systems; experience in conducting and developing education and training programs; experience in conducting, supervising, or developing education or training programs; knowledge in the Air Force education and training policy requirements; experience in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques; knowledge of Air Force education and training programs in regard to their principles, policies, and procedures; experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures; experience in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts; experience as an effective communicator; experience in presenting professional courses and briefings; and proficient capabilities in writing reports and records; experience as a participant and presenter during training and military or civilian conference events; experience in organizing and preparing instructional materials; understanding and application of formal training objectives; experience in developing course syllabi, training project outlines, and daily and weekly lesson plans; experience in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline; experience in the art of instructing personnel, such as determining the instructional methods for class size and subject matter; experience instructing students by lectures, discussions, demonstrations, group activities, and laboratory work; experience in using audiovisual aids such as, mockups, graphs, training films, and film strips; experience in training aids such as, achievement and aptitude tests and rating scales; experience in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction; and an understanding and application of basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Education
High school or general equivalent degree is mandatory. An under-graduate degree from an accredited college/university is optimum. An academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences defines a best qualified candidate.
