(1) Arkansas Army National Guard (AR ARNG) Technicians; (2) All members of the AR ARNG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Army National Guard).
Duties
-- Manages, monitors or performs overall maintenance, servicing, inspections and documentation for one or more highly technical, high performance military aircraft. Performs work in complex conditions under time and/or mission constraints to include all weather and night operations. Works with, coordinates and oversees the work of lower graded aircraft mechanics and certifies the work of journey level workers in other trades working on the assigned aircraft. Performs damage assessments and repairs. Participates in mission preparation and recovery operations. Oversees installation of equipment for special missions. Expedites aircraft operations to include concurrent servicing, refueling, and/or reconfiguration of equipment for changes in operational missions. Performs preflight, thru flight, and post-flight inspections and scheduled or unscheduled maintenance. Serves as the technical authority to identify and advise on requirements for airframe, mechanical, electrical/environmental, avionics, engine, and pneudraulic repairs on assigned aircraft. Works closely with maintenance supervisor(s) and production control personnel to report and maintain current aircraft status.
-- Ensures Aircraft Notebook (ACN) and other aircraft documentation accurately reflects status and airworthiness of assigned aircraft. Provides technical guidance and assistance to flight crews regarding observed discrepancies, experienced in-flight characteristics and system malfunctions. Performs or assists in aircrew debriefing.
-- Clears Red X status symbols on aircraft forms for work performed by others. Performs in-process and final inspection of others' work on assigned aircraft and components and certifies by signature adherence to work procedures and quality standards established by applicable publications. Participates in Maintenance Test Flights as a crewmember or Technical Observer (TO), as required. May participate in operational flights as a crewmember or Flight Engineer. Makes decisions on a wide range of matters to ensure assigned aircraft is in the highest state of readiness and that maintenance performed is in accordance with the highest standards of safety, quality and technical compliance.
-- Plans, develops and conducts proficiency training during the technician work week to a multi-faceted workforce comprised of Full Time Support (FTS) and supported unit personnel. Sessions are designed to provide training in techniques of repair and maintenance of aircraft and related equipment. Conducts and certifies proficiency of trainees for additional or increased responsibilities. Evaluates training by observation of performed tasks. Continuously assesses skill level and proficiency of assigned personnel.
-- Prepares for and participates in various types of readiness evaluations, inspections, mobilization and support exercises. Performs such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, maintenance of facilities and equipment or serves as a member of teams to cope with natural disasters or civil emergencies. Travels in military aircraft and drives/operates military vehicles/equipment. Participates in various periods of temporary duty away from the place of assignment, as required.
-- Complies with safety, fire, security, environmental, and housekeeping regulations. Ensures material and equipment are properly and safely maintained and protected.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard.
IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications
GENERAL EXPERIENCE:
Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.
SPECIALIZED EXPERIENCE:
In addition to journey-level experience or training equivalent to or exceeding the WG-10 or WU-10 grade level, positions at this grade level may include performing duties as a dedicated crew chief. Other positions may include responsibility for performing, coordinating, and/or overseeing the work and any periodic inspections to be done on an aircraft whether it is alone, or with the assistance of other mechanics and/or workers. Some positions may include
coordinating the work of other journey-level workers in other trades to work simultaneously on the aircraft. Other positions may include serving as the technical authority to advise on, examine, and approve all airframe, mechanical, electrical, and pneudraulic repairs of assigned aircraft.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, general and specialized experience):
- With regard to the specifics of the job discussed under "General", the following observations are made concerning the Crew Chief of ARNG aircraft. Scheduled inspections are an ongoing and are a critical function for military aircraft. In the ARNG, they include those identified on the calendar, as well as those identified by number of hours flown. Inspections are scheduled or unscheduled as directed by the Army and augmented by local directive. Inspection requirements cannot be avoided, and result in the aircraft being grounded until they are completed. An unscheduled inspection often includes a mandatory maintenance procedure, i.e. parts or component changes, without which the aircraft is not permitted to fly. Some inspections involve a virtual dismantling of the aircraft, and can literally take weeks, if not months to complete.
- Because of the ARNG military aircraft mission and importance to the security of the nation, they are strictly monitored as to their "not mission capable" status, and such status can adversely affect the combat readiness of the supported ARNG units. The extent, complexity and criticality of periodic Army inspections are totally overlooked and undervalued by the standard. "Coordinating the work of other journey-level workers in other trades" is, in fact, largely a maintenance control function and not accomplished by this position. This position oversees the work of all other journey-level mechanics in all other trades, which regularly work on the aircraft. Additionally, the ARNG does not employ technical inspectors in aircraft maintenance when this position is implemented. Technical inspection of work is accomplished either by the immediate supervisor in the maintenance shop, or the Crew Chief. Work processes require "in process inspections" (IPls), in the maintenance or repair work beyond which the worker cannot proceed without having that work inspected. This normally is accomplished by the Crew Chief.
- All work on the assigned aircraft must be accomplished to the satisfaction and with the approval of the Crew Chief of the aircraft. This level of work goes beyond "ensuring completion." In an observation concerning the note on page 9 of the standard, involving "non-fielded, prototype or pre-production, and/or extensively modified production aircraft", the following is expressed.
